On Thursday March 19, 2020 at approximately 8:29 P.M., Oregon State Police Troopers and emergency personnel responded to the report of a two vehicle crash on State Route 82 at Milepost 1 commonly known as Island Avenue and Albany Avenue in La Grande, Oregon.
Preliminary information revealed that a silver 2018 Dodge Durango Patrol Vehicle, operated by Senior Officer Duncan with LGPD, was traveling east on Hwy 82 (Island Avenue) near Albany Avenue in La Grande when a white 2020 Nissan Van, operated by James Allen Kruse (39) of Wheat Ridge, Colorado, made a left turn in front of the LGPD Dodge Durango causing a collision.
Both vehicles were partially blocking the turn lane as well as the A lane in both directions. Traffic control was in place westbound while eastbound traffic was rerouted during the investigation.
Officer Duncan was transported by La Grande Fire and Rescue for minor injuries while Mr. Kruse refused medical treatment and was not injured in the collision.
The investigation was completed by OSP and after two hours the highway was reopened and Mr. Kruse was cited for ORS 811.350, Dangerous Left Turn.
OSP was assisted by members of the La Grande Police Department, the Union County Sheriff's Office, the Oregon Department of Transportation and La Grande Fire and Rescue.
