OSP Grants Pass Office Leading a Patrol Saturation on Highway 199 — Josephine County (Photo)05/16/23

The Oregon State Police will be leading a saturation patrol on Highway 199 (Redwood Highway) as we are approaching the highly traveled summer months. On May 18 and May 19, 2023, Oregon State Police Troopers, Grants Pass Police Officers, and Josephine County Sheriff’s Deputies will be enforcing those driving behaviors most commonly contributing to fatal crashes, which we refer to as the FATAL 5. OSP’s Fatal 5 are Speed, Occupant Safety, Lane Usage, Impaired Driving, and Distracted Driving. These categories of traffic violations have been proven to be the primary contributors to serious injury/fatal crashes. These enforcement activities will be focused on the entirety of Highway 199, from the California border to the Grants Pass City Center.

The Oregon State Police would like to remind drivers that the Oregon Department of Transportation has designated Highway 199 as a Safety Corridor from milepost 20 to milepost 27.5. Under ORS 811.483, fines for traffic offenses committed in safety corridors are doubled and fines for certain traffic crimes are greatly enhanced.

These heavy enforcement activities will continue to occur throughout the summer months of June, July, and August.

The Oregon State Police, in conjunction with our agency partners, encourage drivers to drive within the posted speed limits and allow themselves sufficient time to arrive safely at their destination. The primary goal is to ensure that you and your family enjoy a safe commute on Oregon’s highways.

OSP will be posting real-time updates on our Twitter account https://twitter.com/ORStatePolice (@ORStatePolice) on Thursday, May 18 in the evening and Friday, May 19 in the morning.

Officer Involved Shooting- Salem – Marion County (Photo)05/01/23

Salem, Ore. — At approximately 5:45 a.m. on May 1, 2023, Salem Police Department officers were involved in a deadly use of force incident on Fisher Road NE in Salem.  Officers were attempting to arrest Andrew Erling Kjostad, age 34, who was suspected of multiple shootings throughout Marion County the previous night.

At about 5:01 p.m. on April 30th, 2023, the Woodburn Police Department responded to a report of shots fired on Young Street in downtown Woodburn. A nearby traffic camera captured an image of a white GMC Envoy driven by a male in the area at the time.  The vehicle had no license plates.

At about 7:38 p.m. on April 30, 2023, a Marion County Sheriff’s Office  Sergeant was patrolling the area of Lancaster Drive in Salem, in a marked patrol car, when his vehicle was struck with gunfire.  Upon stopping to inspect his vehicle, the Sergeant saw a white GMC Envoy with no plates fleeing the scene southbound.

Almost immediately thereafter, at about 7:39 p.m., two Salem Police officers were patrolling Silverton Road NE in Salem, in a marked patrol car, when they heard multiple popping noises.  A witness reported seeing a white male shoot at least twice from the driver’s seat of a white SUV towards the Salem patrol unit. A nearby traffic camera captured an image of the driver of a white GMC Envoy shooting towards the Salem officers.

Investigators were able to identify Kjostad as being associated with the white GMC and began actively looking for him in the early morning hours of May 1, 2023.

The Salem Special Weapons and Tactics (SWAT) Team was deployed due to the substantial risk Kjostad potentially posed to both police officers and the public. Once located on Fisher Road in Salem, Kjostad ran from officers and was shot by a Salem Police SWAT officer during the attempt to apprehend him.  A .45 caliber handgun was found lying near Kjostad at the time of his arrest (picture attached).

The Salem officer involved has been identified as Corporal Adam Waite.  Corporal Waite has been with the Salem Police Department for 15 years.

Kjostad was rendered aid at the scene and was transported to Salem Health Emergency Department for treatment of a gunshot wound sustained during the incident.  He remains at Salem Health at the time of this press release.  No further information is available about his medical condition.  No officers were injured during the event.

Pursuant to Marion County Use of Deadly Force (SB 111) protocols, the Marion County District Attorney’s Office requested  the Oregon State Police investigate this incident and any involved officers have been placed on paid administrative leave. Investigators from the Marion County Sheriff’s Office, the Woodburn Police Department and the Keizer Police Department are also assisting with the investigation. As this is an on-going investigation, no additional information is available for release at this time.   Any further information will be released by the Marion County District Attorney’s Office at the conclusion of a full investigation and the closure of any potential criminal prosecutions.

Traffic Stop Leads to Seizure of 11.5 Pounds of Powder Fentanyl, 1,000 Fentanyl Pills, and 4 Pounds of Methamphetamine- Marion County (Photo)04/28/23

On April 27, 2023, at about 09:44 A.M., an Oregon State Trooper stopped a vehicle for a traffic violation on Interstate 5, headed northbound, just north of Market St in Salem.

The Trooper observed several signs of criminal activity and asked the driver if there were any drugs in the vehicle.

The driver admitted there was a small amount of cocaine near the center console.

The Trooper located approximately 11.5 pounds of powder fentanyl, 4 pounds of methamphetamine, 1,000 suspected fentanyl pills, and the user amount of cocaine the driver admitted to.

To put this into perspective, 11.5 pounds of powder Fentanyl would provide roughly 3.5 million lethal doses of Fentanyl to the Portland Metro Area- which has a population of approximately 1.8 million people.  The yellow, green, blue, and pink powders can be used to make the substance more appealing to youth.

Because of fentanyl’s strength there are growing concerns about fentanyl exposure for first responders and others who might be potentially exposed.  It is important now more than ever to take appropriate precautions when fentanyl might be present.

The driver was interviewed by DEA Agents and taken into federal custody pending federal charges.

The passenger was lodged at the Marion County Juvenile Detention Center on related drug charges.
