Oregon State Police- Focused Patrol – Clatsop County

The Oregon State Police will be enhancing our patrol efforts in Clatsop County over the weekend of Friday, August 11 through Sunday, August 13.  The Seaside Volleyball Tournament, Astoria Regatta Celebration, and ongoing Buoy 10 Salmon Fishery will draw a significant number of motorists to the area and the increased traffic volume comes with an increased risk of traffic collisions.  The Oregon State Police will be seeking the public’s assistance in ensuring safe highways for those who are traveling to and from these events, as well as those traveling through the area on other adventures.

 

OSP’s presence will be focused reducing violations of the Fatal Five categories- Speed, Occupant Safety, Lane Usage, Impaired Driving, and Distracted Driving (SOLID).  These violations are statistically proven to contribute to serious injury and fatal crashes.  We encourage motorists to plan ahead in order to avoid the need to rely on excessive speed, use their mobile devices, or operate their vehicles while impaired in order to get to and from their destinations.

Fatal Crash – HWY 173 – Clackamas County08/09/23

CORRECTION: Trampuz is the correct spelling for the Hyundai operator.

On Saturday, August 5, 2023, at approximately 7:42 A.M., the Oregon State Police responded to a vehicle versus bicycle crash on Hwy-173, near milepost 1, in Clackamas County.

The preliminary investigation indicated a bicycle, operated by Mark Sorrenson Hendrickson (48) of Government Camp, was attempting to travel south from Timberline Lodge on SR-173. A white Hyundai Tucson, operated by Emilio Trampus (71) of Salem, was traveling north on SR-173 and failed to yield the right of way when he turned left at West Leg Rd, across the bicyclist’s lane. The bicyclist collided with the vehicle, was ejected from his bicycle, and became unresponsive in the roadway. 

The bicyclist (Hendrickson) was declared deceased at the scene. 

The Hyundai operator (Trampus) was not injured. 

The roadway was impacted for approximately 2.5 hours while the on-scene investigation was conducted.  The crash is being investigated by the Crash Reconstruction Unit.

OSP was assisted by Hoodland Fire and the Ski Bowl Patrol EMT.

Fatal Crash- HWY 11- Umatilla County08/07/23

On Sunday, August 6, 2023, at approximately 3:31 A.M., the Oregon State Police responded to a vehicle versus pedestrian crash on Hwy-11, near milepost 33.5, in Umatilla County.

The preliminary investigation indicated a pedestrian, Carlos Antonio Perez (27) of Kennewick (WA), was struck by a vehicle under unknown circumstances.  The vehicle operator did not remain on scene.

The highway was impacted for approximately 3.5 hours during the on-scene investigation.  OSP is actively investigating this incident and currently does not have further information to release.

OSP was assisted by Milton-Freewater PD, Milton-Freewater Rural Fire, and ODOT.

Fatal Crash- HWY 20 – Linn County08/07/23

On Friday, August 4, 2023, at approximately 9:26 P.M., the Oregon State Police responded to a vehicle versus motorcycle crash on Hwy-20, near milepost 20, in Linn County.

The preliminary investigation indicated a 2007 Yamaha motorcycle, operated by Seth Allen Ikaika Taylor (22) of Sweet Home, was eastbound when a 2005 Dodge Ram 2500, operated by Joshua G. Staley (35) of Sweet Home, attempted to make a left turn across Hwy-20, near Ingram St (MP 20). The Yamaha struck the side of the Dodge as it turned across the highway.

The operator of the Yamaha (Taylor) was declared deceased at the scene.

The operator of the Dodge (Staley) remained on scene and was cooperative with investigation. 

The highway was impacted for over 3 hours during the on-scene investigation.  Witness statements at the scene indicated the motorcycle was traveling at a very high speeds just prior to the crash.

OSP was assisted by Lebanon Fire, Linn County SO, and ODOT.

Double Fatal Crash- HWY 101- Coos County08/05/23

On Wednesday, August 2, 2023, at approximately 7:30 P.M., the Oregon State Police responded to a three-vehicle crash on Hwy-101, near milepost 249, in Coos County.

The preliminary investigation indicated a southbound Subaru Outback, operated by Wayne Clinton Lannin (79) of Port Orford, and a northbound Peterbilt and loaded chip trailer, operated by Daniel Warren Niehoff (42) of Coos Bay, sideswiped each other causing the Subaru Outback to lose control.  The Subaru Outback began a sideways slide and crossed into the northbound lane.  A northbound Jeep Grand Cherokee, operated by Connie Gene Hill (52) of Bandon, then collided with the Subaru Outback.  

The operator (Wayne Lannin) of the Subaru Outback and passenger, Melinda Lannin (79) of Port Orford, were declared deceased at the scene.  

The operator of the Jeep Grand Cherokee (Hill) was transported to a local hospital with serious injuries.  

The Peterbilt operator (Niehoff) was uninjured.  

The highway was impacted for approximately 6 hours during the on-scene investigation.  Lane usage is considered the a contributing factor to the crash, however the crash is still being investigated.

OSP was assisted on scene by ODOT, Green Acres Fire, Bandon Fire, Coos County Sheriff’s Office, Coquille Police Department, Coos County District Attorney’s Office, Coos County Medical Examiner, Amling-Schroeder Funeral Service, and Southern Oregon Public Safety Chaplains.

Fatal Crash — Highway 20 – Linn County08/01/23

On Monday July 31, 2023, at about 8:00 A.M., the Oregon State Police responded to a vehicle versus bicycle crash on Highway 20, near milepost 6 in Linn County.

The preliminary investigation indicated a bicyclist, identified as Brenden Dwyer (34) of Ontario (OR), entered Highway 20 from Knox Butte Road, when It contacted a westbound Kenworth CMV (bunked, empty log truck), operated by Jamie Rowden (53) of Dallas (OR).  The crash occurred in the westbound lane of Highway 20. 

Dwyer suffered fatal injuries and was pronounced deceased at the scene.

Highway 20 was closed over 2 hours following the crash during the on-scene reconstruction investigation. 

Rowden remained on scene and cooperated with investigators. 

OSP was assisted by Linn County Sheriff’s Office, ODOT, and Fisher Funeral Home. 

This is an ongoing investigation and will be forwarded to the Linn County District Attorney for review when complete. 

Fatal Crash – Clatsop County07/31/23

On Sunday, July 30, 2023, at about 6:20 P.M., the Oregon State Police responded to a single vehicle crash on Highway 26, near milepost 11, in Clatsop County. 

The preliminary investigation indicated a Toyota Rav 4, operated by Lorelei Weber, (64) of Seaside, was traveling westbound when for unknown reasons failed to negotiate a curve. The Rav 4 left the roadway and collided with a tree.  The single occupant (Weber) was declared deceased at the scene. 

The roadway was not impacted during the on-scene investigation. 

OSP was assisted by Cannon Beach Fire and Rescue as well as ODOT. 

Fatal Crash – HWY 20 – Deschutes County07/31/23

On Friday, July 28, 2023, at approximately 4:26 P.M., the Oregon State Police responded to a two-vehicle crash on Hwy-20, near milepost 15, in Deschutes County.

The preliminary investigation indicated a Subaru Forester, operated by Janet Diane Abelein (68) of Portland, was traveling eastbound on Hwy 20 in Tumalo when the driver made a U-turn in the middle of the highway. The Subaru was t-boned by a Ford F350, operated by Policarpo Vasquez Prudente (46) of Redmond, which was also traveling eastbound. 

All occupants were transported from the scene to local hospitals for treatment.

The operator for the Subaru (Janet Abelein) was later declared deceased a the hospital. A passenger in the Subaru, Dwayne Milo Abelein (65) of Portland, received treatment for injuries.

The highway was impacted for approximately 1 hour during the on-scene investigation.

OSP was assisted by the Deschutes County Sheriffs’ Office, Bend Fire, Sisters Fire, and ODOT.

Oregon State Police seeking public assistance with suspect identification-

The Oregon State Police is seeking assistance in identifying the vehicles and their occupants in the provided pictures. The visible license plate is not currently useful in the investigation.  The vehicles were observed driving up and down the Little Applegate River and winching themselves up and around impassible locations.  The Little Applegate River is the last tributary before meeting the Applegate Dam and is an essential habitat for salmon.  

Possible charges are Criminal Mischief ll, Place Offensive Substance in Waters and/or Committing Unlawful Damage with a Class II ATV.

Fatal Crash- HWY 214- Marion County07/28/23

On Wednesday, July 26, 2023, at approximately 9:07 P.M., the Oregon State Police responded to a vehicle versus motorcycle crash on Hwy-214, near milepost 37, in Marion County.

The preliminary investigation indicated a Red Toyota Tundra, operated by Anikita A. Barsukoff (49) of Silverton, was pulling a loaded dump-trailer southbound on Hwy-214 when it started making a left hand turn into a driveway. A northbound Yamaha motorcycle, operated by Jeremy Paul Flentge (52) of Salem, collided with the red Toyota pickup, near the rear passenger side tire.  

Lifesaving efforts were conducted at the scene, however the motorcycle operator (Flentge) was declared deceased.

The highway was impacted for approximately 4 hours during the on-scene investigation.  The investigation is on-going.

OSP was assisted by Silverton Fire, Woodburn Ambulance, the Marion County Sheriff’s Department, the Marion County Medical Examiners Office, and ODOT.

Two Arrested for Murder- Douglas County Major Crimes Team- Douglas County07/27/23

Two arrests made related to month old murder case in Douglas County-

On June 25, 2023, a deceased male, with an apparent gunshot wound, was located near the I-5 milepost 101 interchange, near Canyonville, in Douglas County. 

The Douglas County Major Crime Team was activated and the Oregon State Police was designated as lead investigating agency due to the crime scene being located within an ODOT right-of-way. The deceased male was identified as Joshua Alexander (34) of Roseburg. After an extensive investigation, two suspects were identified in the case. 

On July 20, 2023, Allen Lloyd Swindler (36) of Sutherlin was arrested and on July 26, 2023, Sierra Sioux Jennings (34) also of Sutherlin was arrested. Both Swindler and Jennings were charged with Murder and lodged at the Douglas County Jail. 

The investigation is active and ongoing- no further information is available for release at this time.  

Participating agencies of the Douglas County Major Crime Team include; the Douglas County Sheriff’s Office, Roseburg Police Department, Oregon State Police, and the Oregon State Police Crime Lab.

Fatal Crash – HWY 97- Sherman County07/25/23

On Friday, July 21, 2023, at approximately 4:16 P.M., the Oregon State Police responded to a single-vehicle crash on Hwy 97, near milepost 26, in Sherman County.

The preliminary investigation indicated a white Saab 95, operated by Nicholas Demos (29) of Hermiston, was traveling southbound on Hwy-97 when it left the roadway and rolled over.  The operator was ejected from the vehicle and pronounced deceased at the scene.

The highway was impacted for approximately 1 hour during the on-scene investigation.  Speed and lane usage are suspected as the main contributing factors to the crash.

OSP was assisted by Moro Fire and Rescue, Sherman County Sheriff Office, and ODOT.

Fatal Crash- HWY 211- Clackamas County07/25/23

On Sunday, July 23, 2023, at approximately 10:46 A.M., the Oregon State Police responded to a two-vehicle crash on Hwy-211, near milepost 25, in Clackamas County.

The preliminary investigation indicated a green 1992 Toyota Camry, operated by Kristina Marie Copeland (32) of Gervais, was traveling northbound on Hwy-211 when, for an unknown reason, it crossed the center line and struck a blue 2004 Jeep Liberty, operated by Michelle Aretha Thornberg (48) of Sandy) head-on. The collision caused the Jeep to roll and come to a rest on its top.

The operator (Copeland) of the Toyota was declared deceased at the scene.

The operator (Thornberg) of the Jeep and passenger, a juvenile female, were transported to OHSU for medical treatment.

The highway was impacted for approximately 4 hours during the on-scene investigation.

OSP was assisted by Colton Fire, Clackamas County Medical Examiner’s Office, Clackamas Chaplains, and ODOT.

Fatal Crash- HWY 101- Tillamook County07/25/23

On Saturday, July 22, 2023, at approximately 10:28 A.M., the Oregon State Police responded to a two-vehicle crash on Hwy-101, near milepost 58, in Tillamook County.

The preliminary investigation indicated a white Chevy Suburban, operated by Robert Allen Aparicio (30) of Tillamook, was traveling northbound when, for an unknown reason, it crossed into the opposing lane and struck a silver Ford Fusion, operated by Donna Parker (89) of Nehalem, head-on.  

The operator of the Ford (Parker) was pronounced dead at the scene.  

The operator of the Suburban (Aparicio) was transported to a local hospital where he later died of his injuries.

The highway was impacted for approximately 4 hours during the on-scene investigation.

OSP was assisted by the Tillamook County Sheriff’s Office, Tillamook Police Department and ODOT.

Fatal Crash – HWY 18 – Tillamook County07/20/23

On Tuesday, July 18, 2023, at approximately 10:53 A.M., the Oregon State Police responded to a single vehicle crash on Hwy-18, near milepost 12.5, in Tillamook County.

The preliminary investigation indicated a white Toyota Corolla, operated by Gustavo Adolfo Contreras-Gonzalez (20) of Beaverton, was traveling westbound when it failed to negotiate a curve, crossed the opposing lane of travel, left the roadway, and struck a tree.  The collision caused the vehicle to roll over onto the drivers side.  

The operator (Gustavo) and passenger, Jonathan Contreras-Gonzalez (27) of Beaverton, were transported for medical treatment.

Another passenger, Jose Adrian Contreras-Gonzalez (21) of Beaverton, was declared deceased at the scene.

The highway was impacted for approximately 6 hours during the on-scene investigation.

OSP was assisted by Lincoln County Sheriff’s Office, Grand Ronde PD, and ODOT.

Fatal Crash – HWY-138W- Douglas County07/19/23

On Tuesday, July 18, 2023, at approximately 4:35 A.M., the Oregon State Police responded to a single vehicle crash on Hwy-138W, near milepost 19, in Douglas County.

The preliminary investigation indicated a brown Ford SUV, operated by Christopher Travis Waddell (36) of Elkton, was traveling eastbound on Hwy-138W when for unknown reasons the vehicle veered across the westbound lane of travel, exited the westbound shoulder of the highway, and rolled multiple time before coming to a uncontrolled stop on its top- partially blocking the westbound lane of travel. 

The operator of the vehicle was pronounced deceased at the scene. The crash is still under investigation.

 

OSP was assisted by Sutherlin Fire, Douglas County SO, Umpqua Valley Ambulance and ODOT.

Fatal Crash- HWY 395B- Grant County07/17/23

On Saturday, July 15, 2023, at approximately 9:00 A.M., the Oregon State Police responded to a single vehicle crash on Hwy-395B, near milepost 88, in Grant County.

The preliminary investigation indicated a 1999 Ford F350, operated by Daniel Caleb Crist (18) of Long Creek, was traveling southbound on US 395B, near milepost 88, when it traveled onto the southbound shoulder. The operator lost control, traveled into the northbound lane and then back across the southbound lane before the truck rolled off the southbound shoulder. 

The operator (Crist) did not appear to be wearing a safety belt and was declared deceased at the scene. 

The roadway was not impacted during the on-scene investigation.

OSP was assisted by the Long Creek Fire Department, Grant County Sheriff’s Department, and ODOT.

Fatal Crash- HWY 238- Josephine County07/17/23

On Friday, July 14, 2023, at approximately 1:14 P.M., the Oregon State Police responded to a two-vehicle crash on Hwy-238, near milepost 8, in Josephine County.

The preliminary investigation indicated a silver Nissan Cube, operated by Rickey Lamont Evans (76) of Medford, was traveling westbound on Hwy-238, near milepost 8, when it attempted a left turn into a local business.  A westbound Suzuki GSXR, operated by Seth Jacob Skinner (45) of Medford, was westbound when it attempted to pass vehicles, which were behind the Nissan, on the left.  As the Nissan made a lawful left-hand turn, the Suzuki made a pass attempt and accelerated into the driver’s side of the Nissan as it crossed the eastbound lane.

The operator of the Suzuki (Skinner) was declared deceased at the scene.  

The operator of the Nissan (Evans) and passenger, Carole Lois Evans (83) of Medford, had minor injuries and denied medical transport.

The roadway was impacted for approximately 1.5 hours during the on-scene investigation.

OSP was assisted by ODOT.

Fatal Crash – Interstate 5 – Marion County07/13/23

On Wednesday, July 12, 2023, at approximately 4:40 A.M., the Oregon State Police responded to a vehicle versus pedestrian crash on the northbound Interstate 5 on-ramp, exit 244, in Marion County.

The preliminary investigation indicated a pedestrian, Sharon L. Brock (60) of Roseburg, was crossing from the shoulder of northbound Interstate 5 over the northbound on-ramp when she was struck by a Subaru Impreza, operated by Noah Joseph Havlinek (25) of Jefferson, that was merging onto the interstate.  

The pedestrian (Brock) was declared deceased at the scene.

The Subaru operator (Havlinek) was uninjured and cooperated with investigators.

The roadway was impacted for approximately 4 hours during the on-scene investigation.

OSP was assisted by Jefferson Fire and ODOT.

Fatal Crash – HWY 20 – Harney County07/12/23

On Tuesday, July 11, 2023, at approximately 4:53 P.M., the Oregon State Police responded to a two-vehicle crash on Hwy 20, near milepost 85, in Harney County.

The preliminary investigation indicated a 1997 Peterbilt and trailer, operated by Darrell Thew (57) of Montana, was eastbound when for unknown reasons it crossed into the westbound lane and struck a 2023 Freightliner and trailer, operated by Beth Mckinnon (57) of Orlando (FL), which was in the westbound lane. Both units came to an uncontrolled rest in the westbound lane. 

The operator of the Peterbilt (Thew) was declared deceased at the scene.

The operator of the Freightliner (Beth Mckinnon) and passenger, James Mckinnon (62) of Orlando (FL), were declared deceased at the scene.

Both lanes of Hwy 20 were closed for approximately four hours during the on-scene investigation. 

OSP was assisted by the Burns-Hine Fire Department, the Harney County Sheriff’s Office, and ODOT. 

Fatal Crash – HWY 197 – Wasco County07/12/23

On Monday, July 11, 2023, at approximately 2″38 P.M., the Oregon State Police responded to a single vehicle crash on Hwy 197, near milepost 31, in Wasco County.

The preliminary investigation indicated a Dodge Ram, operated by James Roundtree (79) of Bullhead City (AZ), was traveling southbound, when for unknown reasons, it left the roadway and rolled multiple times.  The single occupant (Roundtree) was declared deceased at the scene.

The roadway was not impacted during the on-scene investigation.

OSP was assisted by Mid Columbia Fire and Rescue, the Wasco County Sheriff’s Office, and ODOT.

Fatal Crash – HWY 26 – Wasco County07/11/23

On Saturday, July 8, 2023, at approximately 3:31 P.M., the Oregon State Police responded to a two vehicle crash on Hwy-26, near milepost 79, in Wasco County.

The preliminary investigation indicated a gray 2021 Subaru Crosstrek, operated by Maxwell David Wheeler (34) of Bellevue (WA), was traveling westbound when it collided head-on with an eastbound white 2011 GMC Savana, operated by Jesus Moises Paez Gomez (34) of Hillsboro, which was towing a white 1997 Wells Cargo utility trailer. 

The operator of the Subaru (Wheeler) was declared deceased at the scene.

The operator of the GMC (Gomez) was declared deceased at the scene.  The passengers in the GMC; Jose Luis Galvan Vazquez (52), Magnolia Fuentes Ramos (29), and a male juvenile (4)- all of Hillsboro- were transported to hospitals for treatment. The two adult passengers were transported by ground ambulance. The juvenile passenger was transported by Life Flight to a Portland area hospital. 

The highway was closed for approximately 4.5 hours while members from the OSP Collision Reconstruction Unit processed the scene. 

OSP was assisted by Warm Springs PD, Warm Springs Fire and EMS, Life Flight and ODOT.
