Oregon State Police Southwest Region Drug Enforcement Team makes illegal marijuana bust-Jackson County09/09/22

On Thursday, September 8, 2022, the Oregon State Police Southwest Region Drug Enforcement Section (DES) team served an illegal marijuana search warrant in the 4000 block of Fish Lake Road in Jackson County.

Located on the property were several large greenhouses with 3,162 illegal marijuana plants and several hundred pounds of hanging/drying marijuana which had been recently harvested. Also located were several hundred pounds of processed marijuana that had been packaged for transport. All illegal marijuana was seized and destroyed. Five (5) individuals were detained, identified, interviewed, and released.

Jackson County Code Enforcement responded and issued the property owner, who did not reside at the location, citations totaling $43,000.00 for violations including nineteen (19) unapproved greenhouse structures, solid waste, failure to maintain marijuana production approval, camping within a marijuana grow site, temporary fencing within a marijuana grow site and multiple unsafe and nonpermitted electrical installations.

The investigation is on-going and no further information is available at this time.

Update #3-Arrest made in road rage homicide on Hwy 18- Polk County (Photo)09/09/22

UPDATE #3: 

Oregon State Police Detectives in conjunction with Polk County Major Crimes Team have continued the investigation into the shooting death of Dennis Gerard Anderson on July 13, 2022 on Hwy 18. A suspect was developed, and an arrest warrant was obtained for Justin Nathaniel McAnulty (23) of Beaverton. On September 9, 2022 the Portland Police Bureau SERT Team served a search warrant on McAnulty’s residence and he was arrested at shortly after 4:00 am.  McAnulty was lodged in Polk County Jail. 

This incident is still under investigation.

Investigators are updating the description of the suspect vehicle as well as releasing a third photo. The vehicle is believed to be a BMW 3 Series with a body style similar to a 2006.

We are releasing the name of the victims in this case.  The deceased male victim was identified as Dennis Gerard Anderson (45).  The passenger in his car was identified as Brandy Dawn Goldsbury (46).

On July 13, 2022, at approximately 9:00 P.M. OSP responded to Hwy 18 milepost 15 in Polk County to a report of a shooting.  

Preliminary investigation revealed the shooting was the result of a suspected road rage incident, in which the victim pulled over and stopped to let the suspect vehicle pass.  The suspect vehicle stopped next to the victim, the victim got out of his car, and multiple shots were fired from the suspect vehicle.  The shots are reported to be fired by the passenger of the suspect vehicle.   The suspect vehicle then left the scene.  

The victim was declared dead at the scene.  A passenger in the car was not injured.  The passenger described the suspect vehicle and the passenger of the suspect vehicle.   The description of the car is a black car with a round emblem on the hood.  The description of the passenger in the suspect car was a younger male, less than 25 years old, medium complexion, and small in stature with short dark hair.

Officers from multiple agencies responded to the area but were unable to locate the suspect’s vehicle. One individual matching the description was detained, interviewed, and eventually released.

Fatal Crash on Hwy 26-Clackamas County09/07/22

On Wednesday, September 7, 2022 at approximately 7:10 AM, Oregon State Police Troopers and emergency personnel responded to a commercial motor vehicle versus pedestrian crash on Hwy 26 at E. Sylvan Drive. 

Preliminary investigation revealed a Peterbilt commercial truck, operated by Cody Hopper (34) of Terrebonne, was westbound on Hwy 26 and slowed approaching the E. Sylvan Drive intersection. A pedestrian, Lynn Proctor (75) of Sandy, was on the westbound shoulder watching eastbound traffic and proceeded across Hwy 26 into the path of the Peterbilt. The driver attempted to avoid the pedestrian but one of the two trailers being towed struck Proctor. 

Proctor sustained fatal injuries and was pronounced deceased. Hopper was uninjured. 

Hwy 26 was affected for approximately 4 hours.

Serious Injury Crash on Hwy 26-Clackamas County09/05/22

On Saturday, September 3, 2022 at approximately 8:08 PM, Oregon State Police Troopers and emergency personnel responded to a two-vehicle crash on Hwy 26 near milepost 17.

Preliminary investigation revealed a black Yamaha motorcycle, operated by Mitchell Rogers (24) of Sandy, was westbound on Hwy 26. A silver Dodge Caravan, operated by Ronald Young (65) of Portland, attempted to cross Hwy 26 southbound on Stone Road and collided with the Yamaha. Two contributing factors are being investigated; excess speed of the motorcycle and impairment of Young. Additionally, the driver of an uninvolved third vehicle that stopped at the scene was arrested for DUII. 

Rogers sustained life-threatening injuries and was transported via LifeFlight to OHSU. Young was not injured. 

Hwy 26 was affected for approximately 7 hours while the OSP Collision Reconstruction Unit investigated. 

OSP was assisted by Multnomah County Sheriff’s Office, AMR, Gresham Fire Department, LifeFlight and ODOT.

Fatal Crash on Hwy 101-Tillamook County09/05/22

On Saturday, September 3, 2022 at approximately 3:28 PM, Oregon State Police Troopers and emergency personnel responded to a single vehicle crash on Hwy 101 near milepost 84. 

Preliminary investigation revealed a southbound blue Toyota Sienna, operated by Thomas Still (73) of Aumsville, left the roadway, striking a utility pole and then a tree. 

Still sustained fatal injuries and was pronounced deceased. 

Hwy 101 was affected for approximately 4 hours.

OSP was assisted by Nestucca Rural Fire and Rescue, Tillamook PUD and ODOT Incident Response. 

Fatal Crash on Hwy 99W-Polk County09/03/22

On Friday, September 2, 2022 at approximately 4:14 AM, Oregon State Police Troopers and emergency personnel responded to a single vehicle crash on Hwy 99W near milepost 53. 

Preliminary investigation revealed a northbound Dodge 3500 pickup, operated by Justin Rosenberry (32) of McMinnville, struck a guardrail and lost control, rolling several times. Impairment is being investigated as a contributing factor. 

Rosenberry sustained fatal injuries and was pronounced deceased. A passenger, Colten Bolson-Oakes (31) of Lafayette, was transported with minor injuries. 

Hwy 99W was closed for approximately 6 hours.

OSP was assisted by Polk County Fire and Medics, Polk County Sheriff’s Department and ODOT. 

Fatal Crash on Hwy 211-Clackamas County09/02/22

On Thursday, September 1, 2022 at approximately 9:05 PM, Oregon State Police Troopers and emergency personnel responded to a two-vehicle crash on Hwy 211 near milepost 4. 

Preliminary investigation revealed a southbound Victory motorcycle, operated by Levi Vargas (31) of Sandy, attempted to pass in a no passing zone and collided head-on into a northbound Kia Spectra, operated by Charles Maples (31) of Sandy. Impairment is being investigated as a contributing factor in the crash. 

Vargas was transported via Life Flight, but he sustained fatal injuries and was pronounced deceased at OHSU. 

Hwy 211 was closed for approximately 2 hours while the Collision Reconstruction Unit investigated the scene. 

OSP was assisted by Sandy Police Department, Sandy Fire Department, Life Flight and ODOT.

On Monday, August 29, 2022, at 3:55 AM, Oregon State Police Troopers and emergency personnel responded to a two-vehicle crash on Hwy 26 at Stone Road. 

Preliminary investigation revealed a Chevrolet pickup, operated by an unidentified male, was driving north on Stone Road. As the pickup approached the intersection of Hwy 26 it failed to yield for the stop sign and collided into a commercial motor vehicle (tanker) that was eastbound on Hwy 26.  Both vehicles came to a rest on the eastbound shoulder and fuel erupted from the tanker truck which caught fire. Three Multnomah County Deputies arrived on scene and pulled the pickup driver out just before the vehicle erupted into flames. Impairment is being investigated as a contributing factor. 

The operator of the Chevrolet was transported in critical condition to an area hospital. The operator of the CMV was transported with minor injuries. Names will be released in a subsequent update. 

Hwy 26 is still affected by this crash. 

Klamath County Major Crime Team-Death investigation-Klamath County08/31/22

On Tuesday, August 30, 2022, at 5:55 PM, Klamath County 911 received a report a female had just been shot at 12009 Clovis Drive. 

Klamath County Sheriff’s Deputies and Oregon State Police Troopers responded and located Shannon Renee Cobillas-Graham (41) and Robert Lee Cudo (63) deceased in the yard at 12009 Clovis Drive. The Klamath County Major Crime Team was activated to investigate the incident.

Preliminary investigation indicates that Shannon Renee Cobillas-Graham was shot and killed by Robert Lee Cudo, then Mr. Cudo died from a self-inflicted gunshot wound. This investigation is ongoing. 

The Klamath County Major Crime Team consists of the Oregon State Police, the Klamath County Sheriff’s Office, the Klamath Falls City Police Department, Klamath County Community Corrections, and the Klamath County District Attorney’s Office

Fatal hit and run crash on Interstate 5-Seeking public assistance-Marion County08/31/22

On Tuesday, August 30, 2022 at approximately 12:42 PM, Oregon State Police Troopers responded to a report of a deceased individual located on southbound Interstate 5 near milepost 253. 

Preliminary investigation revealed a pedestrian, identified as Cassandra Sullivan (35) of Salem, was struck by a vehicle. Sullivan sustained fatal injuries and was discovered by a litter crew on the shoulder of the road. It is believed that she was struck sometime during the evening of August 29 or the morning of August 30.

OSP investigators are seeking public assistance in locating the vehicle that struck her. The suspect vehicle is believed to be a:

  • Subaru: 2012-16 Impreza, 2013-2017 Cross Trek or a 2014-2018 Forrester 
  • crystal white pearl in color
  • damage to the right front
  • was traveling southbound on Interstate 5 on evening of August 29 to morning of August 30, 2022.

OSP Northwest Region Marijuana Team and the Clackamas County Interagency Task Force Serve Warrants at Two Woodburn-Area Illegal Marijuana Grows (Photo)08/30/22

On Friday, August 26, 2022, Oregon State Police, Drug Enforcement Section, Northwest Region Marijuana Team (OSP NWR MJ) and the Clackamas County Interagency Task Force (CCITF) served search warrants at two nearby locations on South Schneider Road north of Woodburn, OR.  The investigation began after law enforcement was alerted by businesspersons working in the regulated cannabis industry. Investigators with NWR MJ and CCITF began following up on the information provided and found 57 greenhouses not registered to grow hemp or licensed to grow marijuana.

 During the search warrant operation, investigators seized 11,179 marijuana plants for destruction and found a large amount of harvested marijuana in various stages of drying and trimming.  Also discovered during the operation were over two pounds of methamphetamine, 510 imported pills that were various Schedule II Controlled Substances, 15 firearms and one home-made firearm suppressor.  A significant number of stolen vehicles were recovered including a tractor, two motorcycles, a side-by-side ATV, a quad ATV, a trailer full of an electrician’s equipment, a flatbed-gooseneck equipment trailer and a small enclosed trailer taken from a McMinnville area church. 

 Several suspects were contacted, interviewed, and released.  The case and potential charges will be referred to the Clackamas County District Attorney’s Office.

 NWR MJ and CCITF were assisted in the operation by the Marion County Sheriff’s Office, the Woodburn Police Department, the Keizer Police Department, the Westside Interagency Narcotics Team, the Linn Interagency Narcotics Enforcement Team, the Portland Police Bureau, and the Salem Police Department. 

Fatal Crash on Hwy 42-Douglas County08/30/22

On Monday, August 29, 2022 at approximately 9:37 PM, Oregon State Police Troopers and emergency personnel responded to a vehicle versus pedestrian crash on Hwy 42 near milepost 75. 

Preliminary investigation revealed an eastbound Ford Escape, operated by Maranatha Singleton (23) of Roseburg, struck a pedestrian, Laura Pennington (59) of Roseburg, who was in the lane of travel. 

Pennington sustained fatal injuries and was pronounced deceased. Singleton was uninjured and cooperated with investigators at the scene. 

Hwy 42 was closed for approximately 3 hours while Oregon State Police Collision Reconstruction Unit investigated the scene.

OSP was assisted by Douglas County Sheriff’s Office, Winston Police Department, Douglas County ADAPT Mobile Crisis Unit and ODOT.

Update #1-Officer Involved Shooting Investigation — McMinnville Police Department (Photo)08/29/22

The investigation into an officer-involved shooting in McMinnville on August 23, 2022 continues, the involved officers are identified as Justin Schwartz and Cody Williams. Officer Schwartz began his law enforcement career with the Yamhill County Sheriff’s Office in 2009 and has worked for the McMinnville Police Department since 2017. Officer Williams is a three-year veteran of McMinnville Police Department and was previously employed as a police officer in Kansas. 

On August 23, 2022 at about 2:07 PM, Officers Schwartz and Williams responded to an apartment building on SW Barbara Street in McMinnville to investigate a report of a suicidal male at that location. The decedent, later identified as Laurence Dickson (69), had called to report that he felt like he was going to harm himself. Officers arrived and asked Dickson to exit the building to speak with them. When Dickson exited the building, he was carrying what officers believed to be a firearm; however further investigation showed that it was an air gun that is designed to resemble a revolver. Photos have been included of the actual air gun used, the manufacturer’s photo of the air gun and a picture of an actual revolver that it resembles. 

Officer Schwartz told Dickson to drop the weapon, but Dickson pointed it at Officer Schwartz. Officer Schwartz fired one round from his department-issued rifle, striking Dickson in the chest. Officers began to render medical aid and called for medics, but Dickson was declared deceased at the scene. 

This investigation is ongoing, and Oregon State Police is requesting anyone who may have witnessed the incident, and have not been contacted by investigators, to call the Oregon State Police Northern Command Center at 1-800-442-0776 or *OSP refer to OSP Case #SP22-222343. Further media inquiries should be directed to the Oregon State Police.

On August 23, 2022, at approximately 2:07 PM, officers from McMinnville Police Department responded to an apartment building on SW Barbara Street in McMinnville to investigate a report of a suicidal male at that location. When officers arrived, the male exited the apartment building and confronted officers. Preliminary investigation has indicated that at least one round was fired by officers, striking the subject. Medical aid was rendered but the subject was declared deceased at the scene. 

The decedent has been identified as Laurence Dickson (69). His immediate next of kin have been notified. 

Pursuant to Yamhill County Senate Bill 111 protocols, the Yamhill County District Attorney’s Office requested Oregon State Police to investigate this incident. Additionally, two McMinnville officers have been placed on administrative leave pursuant to Yamhill County SB111 protocols. Investigators from McMinnville Police Department, Newberg-Dundee Police Department, City of Yamhill Police Department, and the Yamhill County Sheriff’s Office also responded to assist. This is an active investigation, and no additional information is available for release at this time.  

Critical injury crash on Hwy 22E-Marion County08/29/22

On Sunday, August 28, 2022 at approximately 3:22 PM, Oregon State Police Troopers and emergency personnel responded to a multiple vehicle crash on Hwy 22E near milepost 43.

Preliminary investigation revealed a westbound white Chevrolet Equinox, operated by Maureen Connealy (63) of Salem, crossed the center line and hit an eastbound brown Freightliner, operated by Jason Gress (43) of Vancouver, Washington. The Freightliner jackknifed into the westbound lane and collided with a gray Honda Odyssey van, operated by Raymond Frankel (79) of Salem. The Freightliner is owned by UPS and was hauling double trailers. 

Connealy was transported via Life Flight to an area hospital with critical injuries. Frankel was transported via Life Flight with serious injuries while his passenger, Elizabeth Frankel (76) of Salem, was transported via ambulance with minor injuries.  Gress was uninjured. 

Hwy 22E was closed for 7 hours while the scene was investigated and cleared. 

OSP was assisted by Gates Fire Department, Detroit Fire Department, Lyons Fire and Medics, Life Flight, Marion County Sheriff’s Office and ODOT. 

Fatal Crash on Hwy 126W-Lane County08/27/22

On Saturday, August 27, 2022 at approximately 6:19 AM, Oregon State Police Troopers and emergency personnel responded to a single vehicle crash on Hwy 126W near milepost 29.

Preliminary investigation revealed a westbound Chevrolet Colorado, operated by Chad Colborn (39) of Florence, failed to negotiate a corner and exited the roadway, striking a tree. 

Colborn sustained fatal injuries and was pronounced deceased. Passenger, Skeyla Wardrobe (26) of Mapleton, was transported via air ambulance with critical injuries. Additional passengers, Shane Sprinkle (34) of Florence and Jaydon Woodruff (24) of Eugene, were transported with non-life-threatening injuries. 

Hwy 126W was closed for approximately 5 hours while the scene was investigated.

OSP was assisted by West Lane Fire, Central Lane Fire and Rescue, Lane County Sheriff’s Office and ODOT. 

Fatal Crash on Hwy 126E-Lane County08/27/22

On Friday, August 26, 2022, at approximately 7:40 AM, Oregon State Police Troopers and emergency personnel responded to a two-vehicle crash on Hwy 126E near milepost 31.

Preliminary investigation revealed a black Chevrolet, operated by Juan Carbajal Rodrigues (37), was attempting to back a flatbed trailer loaded with construction material into a driveway. A construction worker was flagging traffic while the Chevy momentarily used the eastbound lane to back. An eastbound Acura TSX, operated by Shannon Randall (40) of Leaburg, failed to stop for the individual flagging, nearly striking them. Randall attempted to avoid the individual and during the avoidance maneuver collided into the back trailer.

Randall sustained fatal injuries and was pronounced deceased. The passenger in the Acura, a 17 year old male of Leaburg, was transported with non-life-threatening injuries to a local hospital. Carbajal Rodrigues was not injured.

Hwy 126E was closed for approximately 2 hours.

Fatal Crash on Hwy 99E-Lane County08/27/22

On August 27, 2022 at approximately 1:15AM, Oregon State Police Troopers and emergency personnel responded to a single vehicle crash on Hwy 99E near milepost 32.

Preliminary investigation revealed a southbound black Dodge Charger, operated by Randal Hahn Jr. (41) of Eugene, crossed over the northbound lane and exited the roadway striking a utility pole. Speed is being investigated as a contributing factor. 

Hahn sustained fatal injuries and was pronounced deceased. 

Hwy 99E was closed for approximately 4 hours while the scene was investigated. 

OSP was assisted by Junction City Fire Department and ODOT. 

Fatal Crash on Hwy 42-Douglas County08/27/22

On August 26, 2022 at approximately 12:53 PM, Oregon State Police Troopers and emergency personnel responded to a single vehicle crash on Hwy 42 near milepost 64.

Preliminary investigation revealed a westbound brown Chevrolet pickup, operated by Bruce Wayne Tims (56) of Dillard, went into the ditch, through a fence and exited the roadway, into a tree.  The vehicle came to an abrupt stop and was heavily damaged.  Alcohol is believed to be a contributing factor to the crash.  

Tims sustained fatal injuries and was pronounced deceased.  A passenger, Ronald Knowtt (48) of Drain, was transported to an area hospital with non-life-threatening injuries. 

OSP was assisted by Tenmile Fire Department and ODOT. 

Fatal Crash on Hwy 26-OSP seeking public assistance-Clackamas County08/26/22

On August 26, 2022 at approximately 2:30 PM, Oregon State Police Troopers and emergency personnel responded to a two-vehicle crash on Hwy 26 near milepost 26. 

Preliminary investigation revealed a westbound red Honda Accord, operated by Ryan Martin (43) of Hillsboro, crossed into oncoming lanes and struck a Harley Davidson motorcycle. Impairment is being investigated as a contributing factor. 

The adult male operator of the motorcycle sustained fatal injuries and was pronounced deceased. The name will be released pending next of kin notification. 

OSP was assisted by Clackamas County Sheriff’s Office, Sandy Fire Department, AMR, and ODOT.

Fatal Crash on Hwy 140W-Klamath County08/26/22

On August 26, 2022 at approximately 8:11 AM, Oregon State Police Troopers and emergency personnel responded to a single vehicle crash on Hwy 140W near milepost 58. 

Preliminary investigation revealed an eastbound silver Pontiac Grand Am, operated by Justin Vanscoyk (35) of Klamath Falls, crossed over the westbound lane of travel and exited the roadway, into Klamath Lake. The vehicle came to rest on its top and was submerged. 

Vanscoyk sustained fatal injuries and was pronounced deceased. 

Hwy 140W was closed for approximately 1 hour while the scene was investigated. 

OSP was assisted by Klamath County Fire District 4 and ODOT.

Fatal Crash on Hwy 99E-Clackamas County08/26/22

On August 25, 2022 at approximately 4:28 AM, Oregon State Police Troopers and emergency personnel responded to a vehicle versus pedestrian crash on Hwy 99E near milepost 22. 

Preliminary investigation revealed a northbound blue Toyota Corolla, operated by Alexix Moncrief (20) of Salem, struck a pedestrian, Jeremy Hofman (48) of Portland, that was in the lane of travel. 

Hofman was transported by air ambulance to an area hospital and was later pronounced deceased. Moncrief was not injured. 

Hwy 99E was closed for approximately 3 hours while Oregon State Police Collision Reconstruction Unit investigated the scene. 

OSP was assisted by Canby Police Department, Canby Fire Department, Life Fight Network and ODOT.

Investigation continues into Unidentified Female case from 1978- Union County (Photo)08/26/22

On August 27, 1978, the body of a young female was found in a wooded hillside outside La Grande, Oregon. Her identity was never determined. Almost, 44 years later the investigation into her case continues.

On August 16 and 17, 2022, Oregon State Police Forensics Service Division, State Medical Examiner’s Office Forensic Anthropologist, State Police Major Crimes Detectives, and members of the Union County Search and Rescue team conducted an operation on a rural property in Union County. The operation was in response to recent interest shown by cadaver dogs brought in by the Finley Creek Jane Doe Task Force involving the unidentified remains of the woman found in 1978.

Union County Search and Rescue conducted an intense grid search of approximately 3 acres around the original burial site and the recent locations of interest by the cadaver dogs. Over fifty bones were located by the search and rescue team. The State Medical Examiner’s Forensic Anthropologist examined each of the bones and none of them were determined to be of human origin.

Forensic Scientists and Detectives conducted excavations at the two points of interest from the cadaver dogs. They also excavated the original burial site. The three locations were examined thoroughly by sifting dirt and material through screens in an attempt to locate even the smallest of bone fragments or other evidence that could be of use in determining an identity through DNA testing. Unfortunately, nothing of evidentiary value was discovered during the operation.

The Oregon State Police and other law enforcement partners will continue to stay in contact with all interested parties in hopes of successfully resolving the identity of the Finley Creek Jane Doe and bringing closure to her family.

Fatal Crash on Hwy 234-Jackson County08/23/22

On Monday, August 22, 2022 at approximately 9:59 PM, Oregon State Police Troopers and emergency personnel responded to a two-vehicle crash on Hwy 234 near milepost 16. 

Preliminary investigation revealed a westbound Hyundai Sante Fe, operated by Sheldon Hensley (24) of Medford, crossed the centerline and collided head-on with an eastbound Subaru Forrester, operated by Feliz McGonagle (67) of Trail.  Impairment is being investigated as a contributing factor. 

Hensley and his passenger, Maria Regalado (24) of Medford, were transported to an area hospital with serious injuries. McGonagle sustained fatal injuries and was pronounced deceased. 

Hwy 234 was closed for approximately 5 hours while the scene was investigated by OSP’s Collision Reconstruction Unit. 

OSP was assisted by Jackson County Sheriff’s Office, Jackson County Fire Department, AMR, Lifeflight and ODOT. 

Update–location correction-Fatal Crash on Hwy 199-Josephine County08/22/22

Location correction- Milepost 19 on Hwy 199.

On Monday, August 15, 2022 at approximately 12:58 PM, Oregon State Troopers and emergency personnel responded to a single vehicle crash on Hwy 199 near milepost 19.

Preliminary investigation revealed a southbound Chevrolet Silverado, operated by Richard Gardea (52) of Stockton, California, left the roadway, impacted the guardrail and rolled several times. Gardea was ejected from the vehicle. Just prior to the collision, multiple reports had been received that it was driving recklessly. 

Gardea was transported to Rogue Regional Hospital with serious injuries. On August 22, 2022, Gardea died as a result of his injuries. 

Hwy 199 was closed for approximately 1.5 hours.

OSP was assisted by AMR, Illinois Valley Fire and ODOT. 

Fatal Crash Highway 18 — Yamhill County08/22/22

On August 20, 2022, at about 11:55 PM, an Oregon State Police (OSP) Trooper came upon a critical injury crash on Highway 18 near milepost 39. 

Preliminary investigation revealed that a Nissan Altima operated by Leonardo Rodriguez Perez, age (28), of Portland, was eastbound and crossed the centerline crashing into a westbound Volkswagen Golf, operated by a juvenile male, age (17), from Sheridan. 

Rodriguez Perez suffered minor injuries and was transported to Willamette Valley Medical Center.  A passenger in the Nissan Altima, a juvenile female, age (15), was transported by air ambulance to OHSU where she was later pronounced deceased.  The juvenile male operator of the Volkswagen Golf suffered minor injuries and was transported to Willamette Valley Medical Center.

Upon being released from the hospital, Rodriguez Perez, was placed under arrest and transported to the Yamhill County Jail.  Rodriguez Perez was lodged at the Yamhill County Jail for the following crimes: Assault II, Driving under the Influence of Intoxicants – Alcohol, Reckless Driving and Reckless Endangering another Person. 

Highway 18 was closed for about four (4) hours.

OSP was assisted by Yamhill Co. Sheriff’s Office, McMinnville Fire and ODOT.

Fatal Crash Highway 22E WB On-Ramp and Golf Club Rd SE — Marion County08/21/22

On August 20, 2022, at about 11:00 AM, Oregon State Police (OSP) Troopers and emergency personnel responded to a two-vehicle crash near the Highway 22E WB On-Ramp and Golf Club Rd SE. 

Preliminary investigation revealed that a Dodge Caravan, operated by, Kaylie Kinsey, age (42), of, Sublimity, was westbound across Golf Club Rd SE going towards the Highway 22E WB On-Ramp. A Ford Custom Roadster, operated by Thomas Schmid, age (70), of Aumsville, was southbound on Golf Club Rd SE and was unable to stop crashing into the Dodge Caravan.  After the crash the Ford Custom Roadster rolled on to its side. 

Thomas Schmid received non-life threatening injuries and was transported to a local hospital.  A passenger in the Ford Custom Roadster Arminta Schmid, age (70), of Aumsville, was pronounced deceased at the scene by emergency personnel.  Kaylie Kinsey was not injured. 

OSP was assisted by Aumsville Fire Department, Santiam Medics, Marion County Sheriff’s Office and ODOT.

Previous Release

On August 19, 2022, at about 9:00 AM, an Oregon State Police (OSP) Trooper located a deceased pedestrian on I 84 WB near milepost 89.

Preliminary investigation revealed that the pedestrian was struck by an unknown vehicle between the hours of 4:00 AM to 5:20 AM.   Troopers located a vehicle that belonged to the pedestrian in the area.  Photograph of the car provided by OSP.

Fatal Crash South Sixth Street and Hope Street — Klamath County –Update Name Released–08/19/22

On Saturday August 13, 2022, at about 9:30 PM, Oregon State Police (OSP) Troopers and emergency personnel responded to a vehicle versus pedestrian crash on South Sixth Street near Hope Street in Klamath Falls.  

Preliminary investigation revealed that, an adult male pedestrian, walked out into the roadway and stopped in the middle of the travel lane facing westbound traffic. A westbound Toyota pickup, operated by James Richardson-Lawson, age 38, from Klamath Falls, collided with the pedestrian.

The pedestrian was pronounced deceased at the scene by emergency personnel.  Richardson-Lawson was uninjured and cooperated with investigators at the scene. 

The name of the pedestrian is being withheld pending next of kin notification. 

OSP was assisted by Klamath County Sheriff’s Office and ODOT.

BINET and the Oregon State Police Drug Enforcement Team make an Illegal Marijuana Bust- Klamath County (Photo)08/19/22

On August 17, 2022, the Basin Interagency Narcotics Enforcement Team (BINET) and the Oregon State Police Southwest Region Drug Enforcement team, assisted by the Klamath County Sheriff’s Office and the Klamath Falls Police Department, served a search warrant on a large-scale illegal marijuana growing operation at Ferguson Mountain Rd. and Tionarack Circle, near Beatty.

After the operation was concluded, a total of 6,916 illegal marijuana plants were seized and destroyed.  A percentage of the illegal plants had already been harvested and were in various stages of being processed.  Also located and seized were two semi-automatic rifles, neither of which had serial numbers.  Both firearms were loaded with high-capacity magazines and found near multiple, loaded magazines. 

The illegal operation involved approximately forty greenhouses and the use of an estimated one million gallons of water, which was pumped from an illegal well on-site during the summer growing season.  Personnel from the Klamath County Water Masters and Klamath County Waste Management also responded to the property after it was secure, to assist with the investigation.

The case is ongoing.  No further information is available at this time.

Death Investigation Highway 30 — Clatsop County (Photo)08/16/22

On Saturday, August 13, 2022, at about 2:30 AM, Oregon State Police Troopers responded to a death investigation on Highway 30 near milepost 89.  Upon arrival Troopers located a deceased male, identified as Kevin Lilly (32) of Portland. 

The Oregon State Police and Clatsop County Major Crime Team responded to the scene.  Investigators are requesting anyone who may have information or saw a maroon Mercedes passenger car between 12:00 AM – 2:30 AM in the area to please contact the Oregon State Police at *OSP (*677) or 800-442-0776.  Reference Case Number SP22-210574.

The Clatsop County Major Crime Team is comprised of agencies from the Oregon State Police, Clatsop County Sheriff’s Office, Astoria Police Department, Seaside Police Department, Cannon Beach Police Department and the Clatsop County District Attorney’s Office. 

There is no risk to public safety regarding this investigation.

Fatal Crash Interstate 5 — Marion County08/16/22

On Monday August 15, 2022, at about 2:40 PM, Oregon State Police (OSP) Troopers and emergency personnel responded to a two-vehicle crash on Interstate 5 SB near milepost 277. 

Preliminary investigation revealed that a Honda Civic, operated by Jacob Hernandez-Arellano, age (18), of Salem, was driving southbound and made a lane change from the left lane to the middle lane into the path of a 2015 Freightliner semi-truck with trailer, operated by Jasvir Singh, age (52), of Yuba City, California. The vehicles crashed and came to rest a short distance away in the right lane and shoulder. 

Hernandez-Arellano was pronounced deceased at the scene by emergency personnel.  A juvenile passenger in the Honda Civic received non-life threatening injuries and was transported to the Salem Memorial Hospital.  Singh was not injured.

Southbound Interstate 5 was closed for about 2 ½ hours. 

OSP was assisted by Life Flight, Aurora Fire, Metro West Ambulance, Falck Ambulance, TVFR, Woodburn Fire, and ODOT.

Triple Fatal Crash US 101 — Lincoln County08/16/22

On Monday August 15, 2022, at about 10:40 AM, Oregon State Police (OSP) Troopers and emergency personnel responded to a two-vehicle crash on US 101 near milepost 122. 

Preliminary investigation revealed that a southbound Chevrolet S-10 Blazer operated by, Matthew Phillips, age (31), of Otis, crossed the center line of the highway and struck a northbound Freightliner Dump Truck operated by, Claude Segerson, age (69), of Otis.  The Chevrolet S-10 Blazer came to rest in the northbound lane and the Freightliner Dump Truck left the roadway and went down an embankment. 

Phillips and his passenger, Christopher Padilla, age (30), of Otis, as well as Segerson were all pronounced deceased at the scene by emergency personnel. 

US 101 was closed for about six (6) hours. 

OSP was assisted by ODOT, Lincoln County Sheriff’s Office, Newport Police Department, Lincoln City Police Department, North Lincoln Fire and OSP/LCSO Chaplains.

Previous Release:

On August 10, 2022, at about 6:30 PM, Oregon State Police Troopers and emergency personnel responded to a single vehicle crash on Highway 293 near milepost 8. 

Preliminary investigation revealed a Chevrolet Cobalt, operated by an unknown adult male, was southbound and for unknown reasons left the roadway going down an embankment where it crashed into a tree.  The final resting spot of the crash was on private property.  The unknown adult male and an unknown adult female passenger were declared deceased at the scene by emergency personnel. 

The crash was reported to emergency personnel by a landowner who found the vehicle on his property.  It is unknown when the crash happened.  It was learned that the involved vehicle had been reported stolen earlier in the day from Fossil. 

Troopers are attempting to identify both occupants.

OSP was assisted by Shaniko Fire, Jefferson County Fire, ODOT and several landowners.

Fatal Crash Highway 238 — Josephine County (Age Correction)08/15/22

Previous Release:

On August 10, 2022, at about 2:45 PM, Oregon State Police (OSP) Troopers and emergency personnel responded to a two-vehicle crash on Highway 238 near milepost 4. 

Preliminary investigation revealed that a Toyota Camry, operated by, Braden Hales, age 34, from Williams, pulled out onto Highway 238 from Jaynes Drive and into the path of a northbound Ford F250 pickup, operated by Ed DeVos, age 56, from Williams.  The vehicles crashed and came to rest on the shoulder of the roadway. 

Hales was pronounced deceased at the scene by emergency personnel.  A juvenile passenger in the Toyota Camry received non-life threatening injuries and was transported to Rogue Reginal Medical Center.  DeVos was not injured. 

OSP was assisted by Josephine County Sheriff’s Office, Mercy Flights, Rural Metro Battalion 5 and ODOT.

Oregon State Police SW Drug Enforcement Team make illegal marijuana bust- Jackson County (Photo)08/12/22

On August 11, 2022, the Oregon State Police Southwest Region Drug Enforcement team, assisted by the Interagency Marijuana Enforcement Team (IMET) of the Medford Police Department and Jackson County Sheriff’s Office, served three related illegal marijuana search warrants in Jackson County.  The investigation was the result of evidence obtained that marijuana was being illegally exported from Oregon on the black market.  After the operation was concluded, a total of 11,416 illegal marijuana plants and approximately 500-pounds of processed marijuana which was packaged for export, were seized.

The first location was in the 1200 block of Yankee Creek Rd. Eagle Point, was a large illegal marijuana cultivation farm where 5,024 illegal marijuana plants contained in twenty-six large greenhouses, in addition to the approximately 500-pounds of processed marijuana, were seized and destroyed. 

Simultaneously, two additional search warrants were served in the 100 block of Trout Way, Medford, on two industrial warehouses which contained sophisticated, illegal indoor hydroponic marijuana growing operations. A total of 6,392 illegal marijuana plants were seized and destroyed.

The investigation is ongoing and no further information is available at this time.

Fatal Crash Highway 95 — Malheur County08/12/22

On Wednesday August 10, 2022, at about 3:45 PM, Oregon State Police (OSP) Troopers and emergency personnel responded to a two-vehicle crash on Highway 95 near milepost 59.   

Preliminary investigation revealed that a Mitsubishi SUV, operated by, Derric Williams, age 27, from Fort McDermitt NV, was southbound and for unknown reasons crossed into the on-coming lane.  The Mitsubishi SUV crashed into a northbound Peterbilt Semi-truck, operated by Danell Vincent-Moore, age 58, from Lincoln Park, Michigan.   

Williams was pronounced deceased at the scene by emergency personnel.  Vincent-Moore was un-injured in the crash. 

Four passengers in the Mitsubishi SUV, two adults and two children, sustained undisclosed injuries and were transported via air ambulance to hospitals in Boice, ID. 

Highway 95 was closed for about five (5) hours. 

OSP Troopers are continuing the investigation into the cause(s) of the crash. 

OSP was assisted by ODOT, Treasure Valley Ambulance, Jordan Valley Ambulance, and a BLM Fire Crew.

Fatal Crash US 199 — Josephine County08/11/22

On Wednesday August 10, 2022, at about 4:55 PM, Oregon State Police (OSP) Troopers and emergency personnel responded to a two-vehicle crash on US 199 near milepost 6. 

Preliminary investigation revealed that a southbound Ford 550 pickup operated by, Robert Clair, age 31, from Grants Pass, crossed the center line of the highway and struck a northbound Harley Davidson motorcycle operated by, Johnny Porter, age 45, from Cave Junction.  Porter was ejected from the motorcycle and was pronounced deceased at the scene by emergency personnel. Clair was not injured in the crash. 

US 199 was closed for about one hour. 

OSP was assisted Josephine County Sheriff’s Office, ODOT, AMR, Rural Metro Fire and Grants Pass Fire.
