PENDLETON — The Pendleton Warming Station has lost three-quarters of its volunteers in just a few years, Executive Director Dwight Johnson said as the station enters its third winter without congregate shelter operations.

Due to the steep decline in volunteers and the coronavirus pandemic, the warming station had to suspend congregate shelter operations in 2020, and the aim is to restart them in 2023.
