ATHENA — An affordable housing complex in Athena along a floodplain may be changing funding designations after months of uncertainty.

In early April, state and local representatives visited McEwan Homes and heard from residents concerned the Umatilla County Housing Authority would close or sell the complex because it is in a flood zone. The property is on South Fifth Street along Wildhorse Creek, which flooded four years ago, even though the creek did not flood the property itself.
