BAKER CITY — An 18-year-old Baker City man admitted fatally shooting a 16-year-old boy in Baker City in July 2022 and was sentenced to Oregon’s youth detention facility until he turns 25.

Cannon James Tally was sentenced as a juvenile on Monday morning, July 31, in Baker County Circuit Court. He will not be charged as an adult for killing Justin Rothenberger in part because two experts who evaluated Tally, who was 17 when he killed Rothenberger, concluded that he lacked the “sophistication” and “maturity” of an adult based on criteria in state law, Baker County District Attorney Greg Baxter said.
