At 12:01 a.m. on November 28, Eugene Police officers were called to respond to reports that a Toyota FJ Cruiser had crashed into a parked Ford Edge at East 15th Avenue and High Street. The caller advised the driver, who appeared intoxicated, had pulled his vehicle off to the side of the street, started to walk away, and fell, taking a long time to get up.
Officers found a man matching the description provided by the caller walking westbound on East 15th Avenue away from the Toyota. Once contacted, officers found the man was injured and identified him as Phillip Gregory Barrier, age 49, of Eugene. Barrier appeared intoxicated and after further investigation, he was charged with DUII, and Reckless Driving. Barrier was also cited for Operating a Motor Vehicle Without a Driver`s License.
