At 10:04 a.m. on May 30, Eugene Police were called to a suspicious condition in the 3000 block of Matt Drive. A man, later identified as Carlos Jesus Carter, age 42, was reported to have previously been in a physical dispute at the location and had returned. 

There was information Carter could be armed and there were EPD warrants in the system for Carter, who is on post-prison supervision. When police arrived, Carter had left the residence and walked to the Game Farm/Lakeview area.  Officers located him at 10:53 a.m. and he reached toward his waistband and was not compliant. He ran and was able to get into an occupied apartment. The woman inside didn’t know him and trapped inside with him, unable to exit. The woman had been on the phone with officers, but stopped responding. Patrol called out SWAT. The SWAT team breached the entrance and was able to distract Carter. He was taken into custody at 11:19 a.m. without further incident and the woman was not physically harmed. The Metro Drone Team and a K9 team were also deployed on this call. 

Carter was lodged at Lane County Jail on charges including Burglary in the First Degree and Theft in the Second Degree. 

During this incident, Gilham school was put on lock out. This was lifted at 11:29 a.m.
