Oregon State Police Fish & Wildlife Troopers are seeking Public Assistance identifying the person (s) involved in an Elk Poaching- Douglas County (Photo)10/28/22

On October 25, 2022, around 6:30 P.M., OSP Fish & Wildlife Trooper received a report of two elk being shot within 100 yards of the freeway, near milepost 84, I-5 south, Glendale, OR. 

 The two elk, one bull and one cow, were in an open field on the west side of the freeway. The bull was not touched, but the cow was processed with the edible portions taken. This indicates that the subject (s) were in the area for a lengthy amount of time. It is believed the subject (s) used a flashlight in the field between 7:00 P.M October 25 and 7:00 A.M. October 26. There is also a report of a subject driving a silver midsized pickup with a rifle in the area earlier in the day along the freeway.

Oregon State Police Recovers Stolen Property, Firearms, and Bear Carcass while serving Illegal Marijuana Search Warrant- Jackson County (Photo)10/27/22

On Wednesday, October 25, 2022, the Oregon State Police Southwest Region Drug Enforcement Section team, with the assistance of the OSP’s Special Weapons and Tactics (SWAT) team, served a search warrant at a property in the 18000 block of East Evans Creek Road, Rogue River in Jackson County.

 Located and seized during the search were three firearms, approximately 40 illegal marijuana plants, and an estimated 1,000 pounds of illegal, processed marijuana. The illegal marijuana was destroyed. 

 Also recovered at the property were three stolen vehicles, two Utility Terrain Vehicles, and one Toyota pickup. The stolen vehicles were returned to the registered owners. Additionally, a black bear carcass was recovered, and the information was forwarded to OSP’s Fish and Wildlife Division for investigation. 

 Two individuals were detained and arrested. Matthew Connors (46) was lodged in the Jackson County jail on the charge of ORS 475C.349, Unlawful Manufacture of Marijuana. Gerald Fath (36) was lodged in the Jackson County Jail on the charges of ORS 498.00, Unlawful Possession of Game, ORS 475C.349, Unlawful Manufacture of Marijuana, and ORS 166.270, Felon in Possession of a Firearm. 

Two additional individuals were detained, identified, interviewed, and later released. The Department of Human Services was contacted and responded concerning the welfare of the young child found to be residing at the property.

This is an ongoing investigation. No further information is available for release.

Fatal Crash Highway 30- Wasco County10/27/22

On October 26, 2022, at approximately 2:14 P.M., OSP responded to a motorcycle crash on US 30 at milepost 66 near Rowena, Oregon.  The motorcycle, operated by Stefan Lovewell (32) from The Dalles, was traveling eastbound when for an unknown reason, he drifted into the oncoming lane and collided head-on with a Sprinter van, operated by Gill Moisan (59) of Quebec, Canada, that was traveling westbound. 

The driver of the van and his passenger were uninjured. Lovewell was pronounced deceased at the scene.

The Oregon State Police was assisted by Mid-Columbia Fire and Rescue and the Oregon Department of Transportation.

Fatal Crash on Hwy 154-Yamhill County10/25/22

On Monday, October 24, 2022 at approximately 8:55 PM, Oregon State Police Troopers and emergency personnel responded to single vehicle crash on Hwy 154 at SE Purple Plum Heights Road.

Preliminary investigation revealed an eastbound gray Honda Civic, operated by Luis Roberto Esquivel (31) of Salem, crossed over the oncoming lane and rolled down the embankment. Speed and impairment are being investigated as contributing factors in the crash.

Esquivel sustained fatal injuries and was pronounced deceased. 

Hwy 154 was affected for approximately 2.5 hours.

OSP was assisted by Yamhill County Sheriff’s Office and Dayton Fire Department. 

Fatal Crash on Interstate 5-Douglas County10/25/22

On Saturday, October 22, 2022 at approximately 12:41 PM, Oregon State Police Troopers and emergency personnel responded to a single vehicle crash on northbound Interstate 5 near milepost 148.

Preliminary investigation revealed a northbound white Toyota Camry, operated by David Feaver (77) of Modesto, California, lost control on the wet roadway. The Camry struck the embankment and rolled onto its roof. 

Feaver was transported by ambulance with critical injuries and later pronounced deceased. 

OSP was assisted by North Douglas Fire Department and ODOT.

Update**Multi-vehicle crash Interstate 5 with extended closure- Linn County (Photo)10/21/22

The Oregon State Police is releasing additional information related to the multi-vehicle crash on Interstate 5 on October 19, 2022. 

  • Initial estimates of involved vehicles have not changed. Total numbers of involved vehicles may not ever be fully known. Upon dropping the cable barrier to allow first responders ingress/egress, many drivable vehicles within the crash zone drove over the barrier and left the scene. 
  • 4 subjects were transported to area hospitals, one in serious condition. 
  • The name of the single fatality is being released:  Phillip Frye (29) of Portland.

On October 19, 2022, around 8:00 A.M., Oregon State Police Troopers responded to a multi-vehicle crash on southbound Interstate 5 between milepost 228 and 211. 

Interstate 5 southbound is completely blocked with a detour in place. Interstate 5 northbound is open but moving slowly. The freeway is expected to be closed most of the day. Preliminary estimates of involved vehicles are 15 to 20 Commercial Motor Vehicles and 45 passenger vehicles with one confirmed fatality. 

The Oregon Department of Transportation has temporarily dropped the cable barrier to detour vehicles caught in the gridlock on Interstate 5.  School buses from Eugene have also arrived on the scene to assist in relocating 30-40 stranded motorists to Pioneer Villa at exit 216. 

DEQ and HAZMAT are responding to approximately 6 of the CMVs that are leaking fluids onto the roadway. 

Several public safety agencies are assisting. Members of the Oregon State Police Collision Reconstruction Unit are on the scene.

Fatal Crash on Interstate 5-Linn County10/20/22

On Wednesday, October 19, 2022, at approximately 2:10 PM, Oregon State Police Troopers and emergency personnel responded to a multi-vehicle crash on Interstate 5 southbound near milepost 219. 

Preliminary investigation revealed a Freightliner CMV, operated by Pritpal Singh (31) of Sacramento, CA, was stopped in the slow lane due to an earlier crash.  A second Freightliner, operated by Kirpal Singh (63) of Yuba City, CA, collided with the stopped CMV and caught fire. This caused a chain reaction rear-ending of a Nissan Armada, operated by Patricia Foster (36) of Central Point, and a Ford Focus, operated by Kevin Loomis (55) of Norway, Michigan. 

Kirpal Singh sustained fatal injuries and was pronounced deceased. Pritpal Singh, Patricia Foster and Kevin Loomis were uninjured. Pritpal Singh and Kirpal Singh are not related.

Interstate 5 was closed for approximately 8 hours while the OSP Troopers and OSP Collision Reconstruction Unit investigated the scene. This was the second chain reaction crash on a 10 mile stretch of Interstate 5 within 6 hours. 

OSP was assisted by Halsey/Shedd Fire Department, and ODOT.

Fatal Crash on Hwy 211-Clackamas County10/19/22

On Tuesday, October 18, 2022 at approximately 8:45 PM, Oregon State Police Troopers and emergency personnel responded to a single vehicle crash on Hwy 211 near milepost 9. 

Preliminary investigation revealed a southbound white BMW X5, operated by Francisco Torres (22) of Modesto, CA, left its lane of travel, exited the road on the northbound shoulder and struck a tree. Investigators located approximately 20 lbs. of packaged marijuana in and around the vehicle. In addition, Torres displayed signs of impairment.

The rear passenger, Hubert Armaspena (28) of Modesto, CA, sustained fatal injuries and was pronounced deceased. The front right passenger in the vehicle, Jesus Farias-Alvarez (22) of Modesto, sustained critical injuries and was transported via Life Flight to Salem Hospital. Torres was injured and transported to OHSU prior to being arrested and lodged at the Clackamas County Jail on charges of DUII and Negligent Homicide. 

Hwy 211 was affected for approximately 5 hours while the OSP Collision Reconstruction Unit investigated the scene. 

OSP was assisted by Molalla Fire Department, Clackamas County Sheriff’s Office and ODOT. 

Fatal Crash on Hwy 20-Malheur County10/19/22

On Sunday, October 16, 2022 at approximately 9:49 PM, Oregon State Police Troopers and emergency personnel responded to a vehicle versus pedestrian crash on Hwy 20 near milepost 254. 

Preliminary investigation revealed a westbound Ford Aerostar, operated by Florentinus Micheli (42) of Nyssa, struck a pedestrian, identified as Cory Easom (52) of Ontario, who was in the westbound lane at the time of the collision. It is not known why Easom was in the roadway. 

Easom sustained fatal injuries and was pronounced deceased. Micheli sustained non-life-threatening injuries.  

OSP was assisted by Malheur County Sheriff’s Office, Vale Fire and EMS, Treasure Valley Paramedics and ODOT. 

Fatal Crash on Hwy 26-Clackamas County10/19/22

On Monday, October 17, 2022 at approximately 11:20 PM, Oregon State Police Troopers and emergency personnel responded to a vehicle versus pedestrian crash on Hwy 26 near milepost 32. 

Preliminary investigation revealed an eastbound white Volvo commercial motor vehicle, operated by Edgar Clark Jr. (62) of Troutdale, struck a pedestrian, identified as Herman Neal IV (32) of Welches, who was in the eastbound lane. It is not known why Neal was in the roadway. 

Neal IV sustained fatal injuries and was pronounced deceased. 

Hwy 26 was affected for approximately 4 hours while the OSP Collision Reconstruction Unit investigated the scene.

OSP Fish & Wildlife Division is seeking the public’s assistance in locating the person(s) responsible for shooting and killing a wolf -Lookout Mountain Wildlife Management Unit, Baker County (Photo)10/18/22

On October 3, 2022, Fish and Wildlife Troopers received information from ODFW that a collared wolf, OR88, may be deceased at a location near Little Lookout Mountain, approximately nine miles northeast of Durkee, OR.

Fish and Wildlife Troopers and ODFW personnel responded to the area and located a deceased wolf on the Bureau of Land Management Property.  The wolf had injuries consistent with having been shot by a firearm.  The adult wolf, known as OR88 was a black female wolf that was part of the Lookout Mountain Pack.  Troopers believe the wolf was shot at this location on October 2, 2022.   

The Oregon Wildlife Coalition and conservation partners are offering to pay an $11,500 reward that leads OSP F&W Troopers to an arrest and/or citation stemming from this incident.

Fatal Crash on I-84-Malheur County10/18/22

On Saturday, October 15, 2022 at approximately 11:13 PM, Oregon State Police Troopers and emergency personnel responded to a multi-vehicle crash on Interstate 84 near milepost 378. 

Preliminary investigation revealed a westbound black Freightliner towing a flatbed trailer, operated by Akbar Tanai (32) of San Antonio, TX, was rear-ended by a blue Jeep Liberty, operated by Eric Torres Santana (29) of Caldwell, ID, as they traveled in the slow lane. After the initial collision the Freightliner pulled to the right shoulder and the Jeep came to rest within the fast lane. A black Honda Fit, operated by Tracy Haws (48) of Nampa, ID, was traveling in the westbound fast lane and subsequently struck the Jeep Liberty. 

Eric Torres Santana and his passenger, Noel Alejandro Santana Dominguez (20) of Caldwell, ID, were ejected from the Jeep. Torres Santana sustained fatal injuries and was pronounced deceased. Santana Dominguez was transported to an area hospital and later pronounced deceased. Haws received critical injuries and was transported to an area hospital. Tanai was uninjured. 

I-84 was affected for approximately 4 hours while the OSP Collision Reconstruction Unit investigated the scene.  

OSP was assisted by Ontario Police Department, Ontario Fire Department, Treasure Valley Paramedics and ODOT. In addition, multiple good Samaritans assisted on the scene and OSP would like to thank them for their efforts. 

Fatal Crash on Hwy 26-Wasco County10/17/22

On Saturday, October 15, 2022 at approximately 1:31 PM, Oregon State Police Troopers and emergency personnel responded to a two-vehicle crash on Hwy 26 near milepost 77. 

Preliminary investigation revealed an eastbound white Ford Taurus, operated by James Mahon (51) of Mineral Wells, TX, left its lane of travel and collided head-on with a westbound blue Hyundai Ion, operated by Carla Nichols (63) of Redmond. 

Mahon and Nichols both sustained fatal injuries and were pronounced deceased. A canine, a young Chihuahua, in Nichols vehicle survived the crash and was cared for by passerby’s. 

Hwy 26 was affected for approximately 5 hours while the OSP Collision Reconstruction Unit investigated the scene. 

OSP was assisted by Warm Springs Police Department and ODOT.

Oregon State Police seize nearly 9,000 pounds of processed marijuana in traffic stop- Jackson County (Photo)10/17/22

On Wednesday, October 12, 2022, at approximately 3:00 P.M., an Oregon State Police Trooper assigned to the Central Point Area Command stopped a white Dodge truck out of Texas, pulling a large cargo trailer, for several traffic violations on State Route 62 in Eagle Point, Oregon. 

During the stop, reasonable suspicion was developed for the exportation of marijuana. A consent search of the cargo trailer revealed approximately 350 garbage bags containing dried, processed marijuana with a total weight of 8,850 pounds. 

The driver, identified as MANUEL RODRIGUEZ PLASCENCIA (30) from Turlock, California, was issued criminal citations and released. 

OSP Troopers were assisted during the investigation by the OSP Southwest Region (SWR) Drug Enforcement Section (DES) team and the Interagency Marijuana Enforcement Team (IMET) of the Medford Police Department and Jackson County Sheriff’s Office.

On October 7, 2022, OSP dispatch received a report of an Elk carcass found in the area of “Big Bend” Illahe, Oregon.    Troopers arrived on the scene of a 6×5 bull elk that was shot and left to waste. 

An investigation determined the Elk was killed sometime between October 5, 2022, 5:45 P.M. and October 6, 2022, 8:00 A.M.

OSP is urging anyone with information about the identity of the person (s) or vehicle in the area of “Big Bend” in Illahe, Oregon to call the OSP tip line at 1-800-452-7888, *OSP (*677), or email at TIP@osp.oregon.gov. Please reference case number SP22270502.

Fatal Crash on Hwy 97-Klamath County10/14/22

On Thursday, October 13, 2022 at approximately 2:35 AM, Oregon State Police Troopers and emergency personnel responded to a two-vehicle crash on Hwy 97 near milepost 235. 

Preliminary investigation revealed a southbound silver Chevrolet Silverado, operated by Eric Johnson (64) of Coos Bay, crossed over into the northbound lane and collided head-on with a white Freightliner, operated by Benjamin Rohner (48) of Warrenton.

Johnson sustained fatal injuries and was pronounced deceased. Rohner sustained minor injuries. 

Hwy 97 was affected for approximately 3 hours while the OSP Collision Reconstruction Unit investigated the scene. 

OSP was assisted by Chiloquin Fire and Rescue and ODOT. 

Fatal Crash on Hwy 97-Wasco County10/10/22

On Friday, October 7, 2022 at approximately 5:21 PM, Oregon State Police Troopers and emergency personnel responded to a motor vehicle crash on Hwy 97 near milepost 63.

Preliminary investigation revealed a southbound red Ford Focus, operated by Sandra Miller (60) of La Grande, attempted to pass a commercial motor vehicle (CMV) on the northbound shoulder while it was also passing another CMV. The Ford Focus lost control during the maneuver and left the highway, rolling multiple times. 

Miller sustained fatal injuries and was pronounced deceased.

OSP as assisted by Shaniko Fire and Rescue and ODOT. 

Fatal Crash on Laurel Road-Josephine County10/10/22

On Friday, October 9, 2022 at approximately 3:00 AM, Oregon State Police Troopers and emergency personnel responded to a single vehicle crash in the 2200 block of Laurel Road, approximately 2 miles east of Cave Junction.

Preliminary investigation revealed a silver Ford Freestar van, operated by Jason Myers (23) of Grants Pass, left the roadway and struck a tree. The cause of the vehicle leaving the roadway is unknown.

Myers was transported to an area hospital where he was later pronounced deceased. 

Laurel Road was closed for approximately 2 hours while Troopers investigated the scene.

Traffic Stop Leads to DUII arrest and more- Clatsop County (Photo)10/10/22

On October 6, 2022, at about 2:42 P.M., an Oregon State Trooper assigned to the Astoria Area Command stopped a black van for several traffic violations on US Highway 30 westbound near milepost 89.

During the traffic stop, the Trooper noted the driver displayed several signs of impairment and was subsequently arrested for DUII. The involved vehicle was searched, and the following items were seized:

• 89.4 grams of Cocaine

• 507.1 grams of pills containing Fentanyl

• 108.3 grams of Heroin

• 60.5 grams of Psilocybin

• 9mm pistol

• $1,314.12 in US Currency

• Digital scale, drug paraphernalia, and drug packaging

The driver, who was identified as Jamie Redman Brown (47) from Hammond, Oregon, was lodged in the Clatsop County Jail on the following charges:

• Driving Under the Influence of Intoxicants-Controlled Substances

• Reckless Driving

• Unlawful Possession of Fentanyl- Substantial Quantity (5 grams or more)

• Unlawful Possession of Heroin- Substantial Quantity (5 grams or more)

• Unlawful Possession of Cocaine- Substantial Quantity (5 grams or more)

• Unlawful Possession of a Firearm by a Felon

OSP Fish & Wildlife Division seeks public assistance in poached Elk- Union County (Photo)10/06/22

The Oregon State Police Fish and Wildlife Division is asking for the public’s help in locating the individual or individuals responsible for the poaching of a branch antlered bull elk in the Wenaha wildlife management unit, north of Elgin, Oregon. It is believed the bull elk was shot with a rifle on the evening of Friday, September 30, 2022, one day prior to the opening of the controlled rifle buck deer season.  The bull was shot on private timber lands off Kingsbury Lane near Darr Road.  No part of the elk was removed, and the bull was left to waste.

Fatal Crash on Hwy 99E-Clackamas County10/06/22

On Tuesday, October 4, 2022 at approximately 7:48 PM, Oregon State Police Troopers and emergency personnel responded to a vehicle versus pedestrian crash on Hwy 99E at SE Risley Avenue. 

Preliminary investigation revealed a northbound Subaru Outback, operated by Kathleen Sanetel (67) of Milwaukie, struck a pedestrian as the vehicle passed through the SE Risley Avenue intersection. The pedestrian has been identified as Timothy Harpole (67) of Gladstone. Harpole was outside of the crosswalk at the time of the collision.

Harpole was transported to an area hospital where he was later pronounced deceased. 

Hwy 99E was affected for approximately 2 hours while the OSP Collision Reconstruction Unit investigated. 

OSP was assisted by Clackamas County Fire Department and ODOT.

OSP Traffic Stop Leads to Arrest and Large Heroin Seizure- Jefferson County (Photo)10/06/22

On October 2, 2022, at about 12:53 P.M., an Oregon State Police Trooper stopped a vehicle for speeding on US 97 near milepost 84, about 13 miles north of Madras. During the course of the stop, reasonable suspicion was developed for drug trafficking. A search of the car revealed 11 bundles of narcotics in the trunk of the car, with a gross weight of nearly 14 pounds; a preliminary test showed the narcotics to be heroin. 

The driver was identified as Tyler Facey (29) from Vancouver, Washington, along with a 23-year-old female passenger. Facey was lodged in the Jefferson County Jail for various drug crimes and the female passenger was released.

This is an ongoing investigation with no further information being released.

Fatal Crash on Hwy 58-Lane County10/06/22

On Wednesday, October 5, 2022 at approximately 8:07 AM, Oregon State Police Troopers and emergency personnel responded to a single vehicle crash on Hwy 58 near milepost 60.  

Preliminary investigation revealed a westbound Freightliner CMV, operated by Joshua Stewart (38) of Fort Smith, Arkansas, crossed into the eastbound lanes and overturned. The Freightliner slid until it collided with the guardrail on the eastbound shoulder. 

Stewart was transported to an area hospital where he was later pronounced deceased. 

Hwy 58 was affected for approximately 1 hour. 

OSP was assisted by Lane County S.O, Oakridge Fire, La Pine Fire and ODOT.

Fatal Crash on Interstate 5-Jackson County10/06/22

On Wednesday, October 5, 2022 at approximately 3:56 AM, Oregon State Police Troopers and emergency personnel responded to a single vehicle crash on Interstate 5 near milepost 2. 

Preliminary investigation revealed a southbound silver BMW 135I, operated by Nathan Dickinson (22) of San Jose, CA, left the roadway and rolled multiple times prior to striking an embankment. Prior to the crash the vehicle was observed at a high rate of speed. 

Dickinson was transported to an area hospital where he was later pronounced deceased. 

OSP as assisted by Jackson County Sheriff’s Office, Mercy Flight, Ashland Fire and Rescue and ODOT. 

Fatal Crash on Hwy 97-Klamath County10/05/22

On Monday, October 3, 2022 at approximately 8:58 PM, Oregon State Police Troopers and emergency personnel responded to a two-vehicle crash on Hwy 97 near milepost 259. 

Preliminary investigation revealed a northbound blue Subaru Legacy, operated by Philip Walter (57) of Chiloquin, crossed into the southbound lane and collided with a Volvo commercial truck, operated by Felix Deleon Jr. (58) of Albany. Both vehicles came to rest on the northbound shoulder. It is unknown why the Subaru left its lane of travel. 

Walter and his passenger, Cynthia Vanvleet (58) of Chiloquin, sustained fatal injuries and were pronounced deceased. Deleon sustained minor injuries. 

OSP was assisted by the Klamath County Sheriff’s Office, Chiloquin Fire and Rescue and ODOT. 

Fatal Crash on Hwy 22E-Marion County10/04/22

On October 3, 2022 at approximately 7:37 PM, Oregon State Police Troopers and emergency personnel responded to a single vehicle crash on Hwy 22E near milepost 35.

Preliminary investigation revealed a westbound Kenworth CMV left the roadway, went over an embankment and caught fire. The vehicle was fully engulfed and destroyed. 

The operator of the Kenworth sustained fatal injuries and was pronounced deceased. The name of the operator will be released upon identification and next of kin notification. 

Hwy 22E was affected for approximately 3.5 hours. 

OSP was assisted by Gates Fire Department, Lyons Fire Department and ODOT. 

Fatal Crash on Interstate 84-Union County10/04/22

On Monday, October 3, 2022 at approximately 12:09 AM, Oregon State Police Troopers and emergency personnel responded to a single-vehicle crash on Interstate 84 near milepost 270, south of La Grande.

Preliminary investigation revealed westbound white Ford F350 pulling a 16-foot cargo trailer, operated by Craig J. Wickham (61) of Boise, ID, left the roadway and overturned. During the crash, the trailer became separated from the truck. 

Wickham sustained fatal injuries and was pronounced deceased. Passengers, Timothy Yates (59) of Nampa, ID, and Leanne Huggins (54) of Challis, ID, were both transported to area hospitals with injuries. 

Interstate 84 westbound lanes were closed for approximately 1 hour while the OSP Collision Reconstruction Unit investigated the scene. Driver fatigue, vehicle overloading and seatbelt use are all being investigated as contributing factors to the crash. 

OSP was assisted by Union County Sheriff’s Office, La Grande Fire Department, Life Flight and ODOT.

OSP Traffic Stop Leads to Arrests and Large Fentanyl Seizure- Jefferson County (Photo)10/04/22

On September 28, 2022, at about 10:11 P.M., an Oregon State Police Trooper stopped a vehicle for a traffic violation in Madras. During the course of the stop, reasonable suspicion was developed for drug trafficking. The drug dog alerted to the presence of narcotics. A search of the vehicle revealed six (6) bundles concealed within the vehicle, with a gross weight of approximately 14.48 pounds. A preliminary test of the narcotics showed it was fentanyl powder.

The driver Jesus Villalpando Rubio (31) from Phoenix, Arizona, and the passenger Oscar Urias Haro (31) from Tucson, Arizona, were lodged in the Jefferson County Jail for various drug crimes.

This is an ongoing investigation with no further information being released.

According to the Drug Enforcement Administration (https://www.dea.gov/resources/facts-about-fentanyl), one kilogram of fentanyl has the potential to kill about 500,000 people.

OSP Fish & Wildlife seeking public assistance identifying Elk poaching subject — Deschutes County (Photo)10/03/22

Oregon State Police Fish & Wildlife is seeking public assistance with identifying two subjects and/or a vehicle parked at the intersection of HWY 20W and Innes Market between 5:00 A.M. and 6:10 AM on September 26, 2022.

On September 26, 2022, at approximately 6:10 A.M., two subjects, a male and female, were observed leaving private property near the intersection of HWY 20 and Tweed Road near Tumalo in Deschutes County. The pair did not have permission to be on the property and were seen packing out the head and antlers of a bull elk to a vehicle parked at the intersection of HWY 20W and Innes Market Rd.  The witness believed it to be a red pickup.

An investigation by the Oregon State Police, with the assistance of the landowner, revealed that the subjects had processed an unknown size bull elk on private property. A second bull elk was located deceased within an agricultural pivot on the same property. Both animals appeared to be harvested with archery equipment. No hunters had permission to hunt the property. Archery elk season ended the day prior on September 25, 2022.

Fatal Crash on Hwy 101-Tillamook County10/03/22

On September 29, 2022 at approximately 5:27 PM, Oregon State Police Troopers and emergency personnel responded to a two-vehicle crash on Hwy 101 near milepost 70.

Preliminary investigation revealed a southbound black Toyota 4Runner, operated by Tysa Marie Judd (37) of Tillamook, turned onto South Prairie Road into the path of a northbound Harley Davidson FIS motorcycle, operated by Carl Anderson (73) of Tillamook. The Harley Davidson collided with the side of the Toyota and Anderson was thrown from the motorcycle. 

Anderson sustained fatal injuries and was pronounced deceased. Judd was uninjured. 

Hwy 101 was affected for 4 hours while the OSP Collision Reconstruction Unit investigated the scene. 

OSP was assisted by Tillamook County Sheriff’s Office and ODOT. 

Fatal Crash on Hwy 101-Douglas County10/03/22

On Thursday, September 29, 2022 at approximately 2:21 PM, Oregon State Police Troopers and emergency personnel responded to a single vehicle crash on Highway 101 near milepost 209. 

Preliminary investigation revealed a southbound Dodge Ram 1500, operated by Ryan Davidson (40) of Reedsport, struck a southbound cyclist, identified as Nathalie Friese (29) of Germany. 

Friese was transported to area hospitals with critical injuries and was pronounced deceased on September 30, 2022.

OSP was assisted by Reedsport Police Department, Gardiner Fire and Rescue, Lower Umpqua Ambulance and ODOT. 

Fatal Crash on Interstate 5-Marion County10/03/22

On Friday, September 30, 2022 at approximately 12:51 PM, Oregon State Police Troopers and emergency personnel responded to a single vehicle crash on Interstate 5 near milepost 270.

Preliminary investigation revealed a Toyota 4Runner, operated by Katharine Deluca-Carroll (58) of Salem, was on the northbound shoulder and began to merge into northbound traffic when the vehicle went off the roadway, struck a guardrail and rolled. 

Deluca-Carroll sustained fatal injuries and was pronounced deceased. 

OSP was assisted by Woodburn Fire Department and ODOT. 

Triple Fatal Crash on Hwy 99E-Marion County10/03/22

On Sunday, October 2, 2022 at approximately 2:46 AM, Oregon State Police Troopers and emergency personnel responded to a two-vehicle crash on Hwy 99E near milepost 36. 

Preliminary investigation revealed a southbound gray Toyota Corolla, operated by Epifanio Jose Ruiz (21) of Beaverton, crossed over into the northbound lane and collided head-on with a silver Honda Accord, operated by Gabriel Hernandez Ortiz (36) of Woodburn.

Epifanio Jose Ruiz was life-flighted to an area hospital where he was later pronounced deceased. A passenger in Ruiz’s car, Jorge Valencia Cortez (22) sustained fatal injuries and was pronounced deceased. Gabriel Hernandez Ortiz also sustained fatal injuries and was pronounced deceased and the passenger in his vehicle, Omar Jeu Pastor Martinez (26) of Woodburn, was transported to an area hospital with non-life-threatening injuries. 

Hwy 99E was affected for approximately 4 hours while the OSP Collision Reconstruction Unit investigated the scene. Alcohol is being investigated as the contributing factor to the crash as Ruiz’s BAC was determined .24% at the hospital. 

OSP was assisted by Woodburn Fire Department, Woodburn Ambulance, Marion County Sheriff’s Office and ODOT. 

Fatal Crash on Hwy 234-Jackson County10/02/22

On Friday, September 30, 2022 at approximately 5:32 PM, Oregon State Police Troopers and emergency personnel responded to a multiple vehicle accident on Hwy 234 near milepost 10.

Preliminary investigation revealed a Ford F150, operated by Richard Dionne (65) of Rogue River, pulled out onto Hwy 234 from Old Sam’s Valley Road and collided with two westbound motorcycles. Dustin Small (36) of Pendleton was operating a Harley Davidson and Matthew Small (32) of Gresham was operating a Honda. Intoxication is being investigated as a contributing factor to the crash.  

Dustin Small sustained fatal injuries and was pronounced deceased. Matthew Small was transported to an area hospital with non-life-threatening injuries. Dionne was transported with non-life-threatening injuries to an area hospital also. 

Hwy 234 was affected for approximately 4 hours while OSP Collision Reconstruction Unit investigated the scene. 

OSP was assisted by Jackson County Sheriff’s Office, Mercy Flights and ODOT. 

Fatal Crash on Hwy 126E-Lane County10/02/22

On Friday, September 30, 2022 at approximately 6:00 PM, Oregon State Police Troopers and emergency personnel responded to a two-vehicle crash on Hwy 126E near milepost 50.

Preliminary investigation revealed an eastbound blue Nissan VRS, operated by Vanessa East (45) of Mckenzie Bridge, was stopped waiting to turn left into a residential driveway when an eastbound Freightliner, operated by Joseph Garcia (62) of Junction City, rear-ended the Nissan. 

East and a male juvenile passenger were transported with injuries to an area hospital. The front passenger in the Nissan, Shaney Howard (52) of McKenzie Bridge, sustained fatal injuries and was pronounced deceased. Garcia was uninjured. 

Hwy 126E was affected for approximately 6 hours while the OSP Reconstruction Collision Unit investigated the scene. 

OSP was assisted by Mckenzie Fire Department, Lane County Sheriff’s Office, Coburg Police Department and ODOT. 

Fatal Crash on Interstate 5-Marion County09/30/22

On Friday, September 30, 2022 at approximately 12:45 AM, Oregon State Police and emergency personnel responded to a two-vehicle crash on Interstate 5 near milepost 279, south of Wilsonville. 

Preliminary investigation revealed a black Honda motorcycle, operated by Tyler Bratton (24) of Santa Rosa, California, was travelling southbound in the northbound fast lane and collided head-on with a black Jeep Cherokee, operated by Usach Sisach Nelson (22) of Corvallis. 

Prior to the collision a witness observed the motorcycle northbound, make a U-turn and proceed southbound on the Interstate. It is unknown why Bratton was traveling the wrong direction. Additionally, during the investigation it was determined Nelson showed signs of impairment and was subsequently arrested for DUII. His BAC was determined to be .10%. 

Bratton sustained fatal injuries and was pronounced deceased. 

Interstate 5 was affected for 4.5 hours while the OSP Collison Reconstruction Unit investigated the scene.

OSP was assisted by Aurora Fire Department, Woodburn Ambulance and ODOT. 

Fatal Crash on Hwy 97-Deschutes County09/30/22

On Thursday, September 29, 2022 at approximately 7:39 PM, Oregon State Police Troopers and emergency personnel responded to a two-vehicle crash on Hwy 97 near milepost 117, north of Redmond.

Preliminary investigation revealed a southbound gray Honda Accord, operated by Micah Borden (23) of Madras, crossed into the northbound lane and collided head-on with a red Ford F150, operated by Jon Moore (37) of Redmond. 

Borden sustained fatal injuries and was pronounced deceased. Moore was injured and transported to an area hospital. 

OSP was assisted by Redmond Fire and Rescue, Deschutes County Sheriff’s Office and ODOT.

On September 23, 2022, at approximately 6:40 a.m., OSP Fish & Wildlife Troopers received information that a large bull elk was shot and killed with a rifle on private property off Stoney Point Road in Vernonia. 

OSP Fish & Wildlife Troopers are seeking public assistance identifying the person(s) who shot the bull elk and left it to waste.
