PENDLETON — On a sunny Thursday afternoon, July 13, in the North Hill neighborhood of Pendleton, Karl Davis busied himself with finishing Pendleton-themed block printed handmade greeting cards that will travel with him all the way to Japan.
Davis and his wife Nika Blasser are the two chaperones for the 2023 Pendleton Cultural Foundation’s student exchange program with Minamisoma, Pendleton’s sister-city on the east coast of Japan’s main island, Honshu.
