Incident: Proactive Police Work Leads to Fugitive Arrest

INVOLVED SUSPECT:
Vaughan, Elijha 19-Year-Old Male | Washington

NARRATIVE OF INCIDENT:
On February 3rd, 2023, Springfield Police Officers, Dispatchers, and Detectives initiated a proactive investigation into the location and apprehension of a Fugitive from Washington living in Springfield Oregon.

Officers had responded to a few different disputes between December 17th, 2022, and January 1st, 2023. These disputes involved 20-year-old Elizabeth Clemons-Skoog and an unknown male. At the time of the disputes, the involved male left the scene and officers were unable to positively identify him. During these cases an “AR15” style rifle was mentioned being involved and owned by the male, but Clemons-Skoog would not cooperate with the investigation.

Proactive Officers and Dispatchers were able to gather intelligence through multiple sources and identify the male as 19-year-old Elijha Vaughan. When they reviewed his criminal record, they confirmed he had a Fugitive from Justice Warrant out of Washington State for Escape. He was also a convicted felon and should not be in possession of any firearms.

On February 4th, 2023, Officers responded to the couple’s residence in Springfield to arrest Vaughan on the warrant. With Clemons-Skoog’s assistance, he fled on foot, but was quickly apprehended and lodged at the Lane County Jail pending extradition to Washington. On February 9th, 2023, Detectives executed a search warrant at the residence. A Diamondback DB15 assault rifle and a Ruger LCP handgun were located and seized from the residence. During the execution of the search warrant, Clemon-Skoog was located and arrested for Hindering Prosecution. Charges of Felon in Possession of a Firearm will be submitted to the Lane County District Attorney’s office for filing considerations on Vaughan.
