Triple Fatal Crash on Hwy 99E-Marion County10/03/22

On Sunday, October 2, 2022 at approximately 2:46 AM, Oregon State Police Troopers and emergency personnel responded to a two-vehicle crash on Hwy 99E near milepost 36. 

Preliminary investigation revealed a southbound gray Toyota Corolla, operated by Epifanio Jose Ruiz (21) of Beaverton, crossed over into the northbound lane and collided head-on with a silver Honda Accord, operated by Gabriel Hernandez Ortiz (36) of Woodburn.

Epifanio Jose Ruiz was life-flighted to an area hospital where he was later pronounced deceased. A passenger in Ruiz’s car, Jorge Valencia Cortez (22) sustained fatal injuries and was pronounced deceased. Gabriel Hernandez Ortiz also sustained fatal injuries and was pronounced deceased and the passenger in his vehicle, Omar Jeu Pastor Martinez (26) of Woodburn, was transported to an area hospital with non-life-threatening injuries. 

Hwy 99E was affected for approximately 4 hours while the OSP Collision Reconstruction Unit investigated the scene. Alcohol is being investigated as the contributing factor to the crash as Ruiz’s BAC was determined .24% at the hospital. 

OSP was assisted by Woodburn Fire Department, Woodburn Ambulance, Marion County Sheriff’s Office and ODOT. 

Fatal Crash on Hwy 234-Jackson County10/02/22

On Friday, September 30, 2022 at approximately 5:32 PM, Oregon State Police Troopers and emergency personnel responded to a multiple vehicle accident on Hwy 234 near milepost 10.

Preliminary investigation revealed a Ford F150, operated by Richard Dionne (65) of Rogue River, pulled out onto Hwy 234 from Old Sam’s Valley Road and collided with two westbound motorcycles. Dustin Small (36) of Pendleton was operating a Harley Davidson and Matthew Small (32) of Gresham was operating a Honda. Intoxication is being investigated as a contributing factor to the crash.  

Dustin Small sustained fatal injuries and was pronounced deceased. Matthew Small was transported to an area hospital with non-life-threatening injuries. Dionne was transported with non-life-threatening injuries to an area hospital also. 

Hwy 234 was affected for approximately 4 hours while OSP Collision Reconstruction Unit investigated the scene. 

OSP was assisted by Jackson County Sheriff’s Office, Mercy Flights and ODOT. 

Fatal Crash on Hwy 126E-Lane County10/02/22

On Friday, September 30, 2022 at approximately 6:00 PM, Oregon State Police Troopers and emergency personnel responded to a two-vehicle crash on Hwy 126E near milepost 50.

Preliminary investigation revealed an eastbound blue Nissan VRS, operated by Vanessa East (45) of Mckenzie Bridge, was stopped waiting to turn left into a residential driveway when an eastbound Freightliner, operated by Joseph Garcia (62) of Junction City, rear-ended the Nissan. 

East and a male juvenile passenger were transported with injuries to an area hospital. The front passenger in the Nissan, Shaney Howard (52) of McKenzie Bridge, sustained fatal injuries and was pronounced deceased. Garcia was uninjured. 

Hwy 126E was affected for approximately 6 hours while the OSP Reconstruction Collision Unit investigated the scene. 

OSP was assisted by Mckenzie Fire Department, Lane County Sheriff’s Office, Coburg Police Department and ODOT. 

Fatal Crash on Interstate 5-Marion County09/30/22

On Friday, September 30, 2022 at approximately 12:45 AM, Oregon State Police and emergency personnel responded to a two-vehicle crash on Interstate 5 near milepost 279, south of Wilsonville. 

Preliminary investigation revealed a black Honda motorcycle, operated by Tyler Bratton (24) of Santa Rosa, California, was travelling southbound in the northbound fast lane and collided head-on with a black Jeep Cherokee, operated by Usach Sisach Nelson (22) of Corvallis. 

Prior to the collision a witness observed the motorcycle northbound, make a U-turn and proceed southbound on the Interstate. It is unknown why Bratton was traveling the wrong direction. Additionally, during the investigation it was determined Nelson showed signs of impairment and was subsequently arrested for DUII. His BAC was determined to be .10%. 

Bratton sustained fatal injuries and was pronounced deceased. 

Interstate 5 was affected for 4.5 hours while the OSP Collison Reconstruction Unit investigated the scene.

OSP was assisted by Aurora Fire Department, Woodburn Ambulance and ODOT. 

Fatal Crash on Hwy 97-Deschutes County09/30/22

On Thursday, September 29, 2022 at approximately 7:39 PM, Oregon State Police Troopers and emergency personnel responded to a two-vehicle crash on Hwy 97 near milepost 117, north of Redmond.

Preliminary investigation revealed a southbound gray Honda Accord, operated by Micah Borden (23) of Madras, crossed into the northbound lane and collided head-on with a red Ford F150, operated by Jon Moore (37) of Redmond. 

Borden sustained fatal injuries and was pronounced deceased. Moore was injured and transported to an area hospital. 

OSP was assisted by Redmond Fire and Rescue, Deschutes County Sheriff’s Office and ODOT.

OSP Fish & Wildlife seeking public assistance with poached Elk – Columbia County (Photo)09/29/22

On September 23, 2022, at approximately 6:40 a.m., OSP Fish & Wildlife Troopers received information that a large bull elk was shot and killed with a rifle on private property off Stoney Point Road in Vernonia. 

OSP Fish & Wildlife Troopers are seeking public assistance identifying the person(s) who shot the bull elk and left it to waste.

Fatal Crash on Hwy 101-Lincoln County09/28/22

On Tuesday, September 27, 2022 at approximately 8:24 PM, Oregon State Police Troopers and emergency personnel responded to a single vehicle crash on Hwy 101 near milepost 162. 

Preliminary investigation revealed a southbound gold Toyota SR5 pickup, operated by David A. Stendal (61) of Yachats, crossed over the northbound lane and went into the ditch on the northbound shoulder. 

Stendal was transported to an area hospital where he was pronounced deceased. It is presumed a medical event precipitated the crash. 

OSP was assisted by Lincoln County Sheriff’s Office, PACWEST Ambulance and Yachats Fire Department. 

UPDATE-Sentencing in Fatal Crash on Hwy 58 – Lane County09/28/22

Sentencing James Cam Johnson IV

On September 15, 2022, James Cam Johnson IV was sentenced for his actions involving a multiple fatality collision in May of 2021. 

Johnson pleaded to all counts-DUII (.18%), Criminal Mischief 2, Assault 3, Assault 4 x2, and three counts of Manslaughter 2. The Honorable Vogt sentenced Johnson to a total of 225 months with the Department of Corrections and 3 years of Post Parole Supervision. All 225 months will be served pursuant to Ballot Measure 11. He will not be eligible for release until 2040.

Families of the deceased attended the proceedings via simultaneous electronic transmission from the country of India.  Court interpreter services were provided to the families in both the Hindi and Tamil languages and all were able to provide a statement to the Court. 

The collision resulted from Johnson attempting to pass a long line of westbound vehicles on Hwy 58 in a do not pass zone. Johnson was unable to pass all the vehicles and when attempting to reenter westbound lanes, sideswiped another westbound vehicle before then colliding head-on with an eastbound vehicle. 

The collision resulted in the death of three of the four occupants in the eastbound vehicle.  A fourth occupant sustained serious injuries including broken leg, broken hip, and a broken spine.  The occupants of the side-swiped vehicle also sustained injuries, but not to the extent of the other victims.

Arrest of James Cam Johnson IV

On Friday, December 17, 2021, James Cam Johnson IV (31) was arrested and lodged in the Lane County Jail in connection with a May 30, 2021 motor vehicle crash that resulted in a triple fatality. Johnson was charged with Manslaughter 2nd x 3, Assault 3rd, Assault 4th x 2, Criminal Mischief 2nd and DUII.

Oregon State Police is requesting the public’s assistance with witnesses to yesterday’s triple fatality crash.

A fourth vehicle, possibly a blue pickup was involved in the crash but left the scene without providing information.

Mazda M3 was operated by Jagadish Chandrasekaren (31) of Washington sustained fatal injuries and was pronounced deceased.

Passengers:

Adharsh Murali (25) of Washington sustained fatal injuries and was pronounced deceased.

Jignesh Modi (27) of Washington sustained fatal injuries and was pronounced deceased.

Puneeth Gattikoppula (24) of Washington transported by air ambulance to the hospital with serious injuries.

OSP is/was being assisted by the Lane County Sheriff’s Office, Oakridge Fire Department, Goshen Fire Department, Dexter Fire Department, Lane County District Attorney’s Office, and ODOT.

On Sunday, May 30, 2021 at approximately 10:15 A.M., Oregon State Police Troopers and emergency personnel responded to a vehicle collision on Hwy 58 near milepost 27.

Preliminary investigation revealed a Ford Taurus, operated by James Johnson (31) of Oakridge, was westbound passing in a no passing zone when it collided with a also westbound Chrysler Town and Country, operated by Michael Cary (63) of Oakridge, the Taurus then collided with a eastbound Mazda 3. 

Three occupants in the Mazda 3 sustained fatal injuries and were pronounced deceased.  A fourth occupant was transported by air ambulance to the hospital with serious injuries.

Cary was not transported but later went to the hospital for treatment.

Johnson was transported to the hospital.

Investigation is continuing and names will be released when appropriate.

OSP Traffic Stop leads to arrest and illegal drugs off the street- Clackamas County (Photo)09/27/22

On September 2, 2022, around 5:00 P.M., an OSP Trooper stopped a vehicle for a traffic violation in Clackamas. During the traffic stop, the driver displayed signs of impairment and after a subsequent investigation was taken into custody for DUII. The driver identified as Thomas James Freeman (37) of Portland was detained by his Probation Officer. During a search of the vehicle, the Trooper noted several signs of recent drug activity along with locating a loaded pistol. The vehicle was seized and searched on probable cause and exigent circumstances. The vehicle and several lock boxes seized from inside were taken as evidence, pending a search warrant application. 

The search warrants were served on September 14, 2022, and the following items were seized.

  • 3946.25 Grams Methamphetamine
  • 42.9 Grams Psilocybin
  • $14,131 US Currency
  • 10 Guns
  • 6 unknown pills

This is an ongoing investigation with no further information being released.

OSP Troopers were assisted during the investigation by Detectives from the OSP-Criminal Investigations Division-Drug Enforcement Section (Domestic Highway Enforcement Initiative) and the Major Crimes Section.        

The Oregon State Police-Domestic Highway Enforcement Initiative is supported by the Oregon-Idaho High-Intensity Drug Trafficking Area (HIDTA).

The Oregon-Idaho HIDTA program is an Office of National Drug Control Policy (ONDCP) sponsored counterdrug grant program that coordinates with and provides funding resources to multi-agency drug enforcement initiatives, including the OSP-DHE Initiative.    

Death investigation-Deschutes County09/26/22

On Sunday, Septeber25, 2022 at 8:28 AM, the Oregon State Police and Deschutes County Sheriff’s Office responded to 5677 SW Young Avenue in Redmond and located an adult male, identified as Trevit C. Law (45) of Redmond, who had been shot. Responding officers provided immediate first aid but Law was pronounced deceased. 

During the subsequent investigation, Skyler R. Myers (32) of Redmond was developed as the suspect in the shooting. A multi-agency effort tracked Myers approximately 7 hours, eventually locating him near Gift Road and the Deschutes Canal. Myers sustained a self-inflicted gunshot wound and was transported to St. Charles Medical Center where he later was pronounced deceased. 

OSP was assisted in the ground search by Deschutes County Sheriff’s Office, Bend Police Department and Redmond Police Department. 

The investigation is active and no further information will be released at this time.

Oregon State Police Southwest Region Drug Enforcement Team makes Illegal Marijuana Bust- Jackson County (Photo)09/26/22

On Thursday, September 22, 2022, the Oregon State Police Southwest Region Drug Enforcement Section team, with assistance from several other agencies, served search warrants on two separate locations in Prospect, Jackson County: a warehouse near 1st St. and an address in the 400 block of Red Blanket Rd. 

Located at the warehouse property were one firearm and approximately 1,800 pounds of illegal, processed marijuana packaged for transport/sale on the black market.  One individual, Yasmany Mesa, age 30, was detained, identified, interviewed, and subsequently lodged in the Jackson County Jail on the charges of; 166.270 Possession of Firearm by Felon (Fel, C); 475C.337 Possession of Marijuana – Person >= 21 – Over 8 Lbs. Usable (Fel, C); 475C.345 Delivery of Marijuana – Over 8 Lbs. Usable in Public Place or Household (Fel, C); and 475C.349 Manufacture of Marijuana – Over 12 Plants. 

Located and seized at the Red Blanket address were approximately 2,360 pounds of illegal marijuana, 416 illegal marijuana plants, approximately $17,000.00 US Currency, twelve firearms, and an assortment of trailers and vehicles associated with the illegal marijuana criminal enterprise. Two individuals were detained, identified, interviewed, and later released.

All illegal marijuana seized at both locations was ultimately destroyed. 

The OSP SWR DES team was assisted by the Interagency Marijuana Enforcement Team (IMET) of the Medford Police Department and Jackson County Sheriff’s Office, the Department of Homeland Security Investigations (HSI), the Drug Enforcement Administration (DEA), the Federal Bureau of Alcohol, Tobacco, Firearms, and Explosives (AFT) and the OSP Special Weapons and Tactics (SWAT) team. 

The investigation is ongoing with no further information available for release.

Update #1-Officer involved shooting investigation-Grants Pass Police Department-Josephine County09/23/22

UPDATE-Name and additional details released

On Monday September 19, 2022 at 7:55 PM, officers from the Grants Pass Police Department responded to a call reporting suspicious activity in progress at a city park. Upon police contact, a male suspect fled the scene on foot and officers canvassed the neighborhood in an attempt to locate him. During the search, one of the officers encountered an armed male resident in the area. During the encounter, the resident was shot by the officer. The resident is identified as Mark Barrett Caldwell (46) of Grants Pass.

Immediate first aid was given to Caldwell and he was transported to an area hospital with critical injuries. On September 22, 2022, Caldwell was pronounced deceased at Rogue Valley Medical Center in Medford.

Police are still searching for the initial male suspect who fled and are seeking assistance from the public. Anyone with information is asked to contact the Oregon State Police Dispatch Center at 800-442-0776 or *OSP (*677) from your mobile phone. 

This continues to be an active investigation and no further information will be released at this time.

On Monday, September 19, 2022 at 7:55 PM, officers from the Grants Pass Police Department responded to a call reporting suspicious activity in progress at a city park. 

In response to the call, an officer involved shooting occurred on SW Westholm Avenue in Grants Pass. An adult male was shot by an officer during the incident. The involved officer has been placed on administrative leave per Senate Bill 111 protocols. 

The incident is being investigated by the Oregon State Police assisted by the Oregon State Police Forensic Laboratory. The investigation will be referred to the Josephine County District Attorney’s Office for review upon completion.

This is an active investigation and no further information will be released at this time. 

Fatal Crash on Hwy 219-Yamhill County09/22/22

On Wednesday September 21, 2022 at approximately 5:55pm, Oregon State Police Troopers and emergency personnel responded to the report of a two-vehicle crash on Hwy 219 near milepost 16. 

Preliminary investigation revealed that a black Buell motorcycle, operated by Rylie Carlberg (47) of Cornelius, was traveling southbound when for unknown reasons lost control of the motorcycle and collided with a northbound van, operated by Jose Valverde Ortiz (41) of Beaverton. 

Carlberg sustained fatal injuries and was pronounced deceased. Jose Valverde Ortiz, and his passengers, Carlos Savedrra (38) and Abel Valverde Ortiz (34) also of Beaverton, were all uninjured. 

Hwy 219 was closed from Bald Peak Rd to Mountain Top Rd for approximately four hours.

OSP was assisted by Yamhill Co. Sheriff’s Office, Tualatin Valley Fire and Rescue and ODOT. 

Fatal Crash on Hwy 199-Josephine County09/22/22

On Wednesday, September 21, 2022 at approximately 4:00 PM, Oregon State Police Troopers and emergency personnel responded to a single vehicle crash on Hwy 199 near milepost 38. 

Preliminary investigation revealed a white Ford pickup, operated by an adult male who is a California resident, was northbound and crossed the over the oncoming lanes, exited the roadway and struck several trees. 

The operator of the Ford sustained fatal injuries and was pronounced deceased. The name is being withheld pending notification of next of kin. 

Hwy 199 was affected for approximately 3 hours. 

OSP was assisted by Josephine County Sheriff’s Office, Illinois Valley Fire Department and ODOT.

Oregon State Police Southwest Region Drug Enforcement Team makes Illegal Marijuana Bust- Josephine County (Photo)09/21/22

On Thursday, September 15, 2022, the Oregon State Police (OSP) Southwest Region (SWR) Drug Enforcement Section (DES) team and the Interagency Marijuana Enforcement Team (IMET) of Jackson County, served an illegal marijuana manufacturing search warrant in the 6000 block of Granite Hill Rd. Josephine County, Oregon.

Located on the property were thirty-two (32) greenhouses that contained 6,848 illegal marijuana plants, several hundred pounds of hanging/drying marijuana that had been recently harvested, two (2) handguns, and a double-barreled shotgun. 

Also located were several hundred pounds of processed marijuana stored in large black plastic garbage bags contained in a trailer for transport. All illegal marijuana was seized and ultimately destroyed. At least two (2) workers initially fled the property however, one (1) individual was detained, identified, interviewed, and later released.

Josephine County Code Enforcement responded to the scene to investigate as well. 

The property is subject to multiple code violations for solid waste and unpermitted structures (greenhouses).  Josephine County will move forward with enforcement action against the property owner which could result in the closure of the property for one calendar year (illegal drug cultivation) and possible civil forfeiture.

Additionally, Oregon Water Resources Department staff responded to assist and identified violations for the unlawful appropriation of groundwater and unlawful diversion of surface water.  Violations of this kind are subject to both civil and criminal penalties. 

OSP SWR DES and IMET were also assisted by the Department of Homeland Security Investigations (HSI) and the Drug Enforcement Administration (DEA).

No further information is available for release.

Fatal Crash on Hwy 140E-Klamath County09/20/22

On Sunday, September 18, 2022 at approximately 6:05 PM, Oregon State Police Troopers and emergency personnel responded to a single vehicle crash on Hwy 140 E near milepost 10. 

Preliminary investigation revealed a maroon Ford Expedition, operated by Tommy Fleeman (56) of Klamath Falls, as traveling eastbound on an adjacent canal maintenance road that is above Hwy 140E. For unknown reasons the Ford rolled down the embankment and landed on Hwy 140E. Fleeman was not wearing a seatbelt. 

Fleeman sustained fatal injuries and was pronounced deceased. 

Hwy 140E was affected for approximately 3 hours. 

OSP was assisted by Klamath County Fire District #1 and ODOT.

Fatal Crash on Hwy 140-Jackson County09/20/22

On Sunday, September 18, 2022 at approximately 2:31 PM, Oregon State Police Troopers and emergency personnel responded to a two-vehicle crash on Hwy 140 near milepost 17 in Jackson County.

Preliminary investigation revealed an eastbound white Lexus SUV, operated by Elizabeth Reynolds of La Jolla, CA, attempted to make a U-turn, turning in front of an eastbound gray Chevrolet Tahoe, operated by Cory M. Trujillo (29) of Grants Pass. The Chevrolet collided with the driver’s side of the Lexus. 

Reynolds sustained fatal injuries and was pronounced deceased. Her two dogs survived and were taken to the Jackson County Animal Shelter. Trujillo was uninjured. 

Hwy 140 was affected for approximately 3 hours. 

OSP was assisted by Jackson County Sheriff’s Office, AMR and ODOT. 

Fatal Crash on Hwy 38-Douglas County09/20/22

On Sunday, September 18, 2022 at approximately 1:34 PM, Oregon State Police Troopers and emergency personnel responded to a single vehicle crash on Hwy 38 near milepost 53. 

Preliminary investigation revealed a westbound Toyota Prius, operated by Nathan F. Rowe (29) of Yoncalla, lost control of the vehicle while negotiating a curve. The vehicle left the roadway and struck an embankment, overturned and caught fire. 

Rowe sustained critical injuries and was transported to Riverbend Medical Center. A passenger, Kelsey Willburn (28) sustained fatal injuries and was pronounced deceased. 

Hwy 38 was affected for 4 hours while the OSP Collision Reconstruction Unit investigated. 

OSP was assisted by Douglas County Sheriff’s Office, Douglas County Medical Examiner, North Douglas County Fire and EMS and ODOT.

Fatal Crash on Hwy 221-Yamhill County09/20/22

On Saturday, September 17, 2022 at approximately 11:14 AM, Oregon State Police Troopers and emergency personnel responded to a single vehicle crash on Hwy 221 near milepost 11.

Preliminary investigation revealed a northbound Chevrolet Malibu, operated by Javier De Jesus Antonio, (31) of Salem, drifted onto the shoulder of the roadway while negotiating a curve and lost control of the vehicle. The vehicle slid across southbound lanes and struck several trees. 

Passengers in the Chevrolet: 

  • Brando Segundo De Jesus (21) sustained fatal injuries after being ejected from the vehicle and was pronounced deceased. 
  • Amador Alvaro (25) of Salem and Adolfo Xicalhua-Xicalhua (20) of Salem were transported to area hospitals with serious injuries. 
  • Gerardo De Santos, (28) of Salem was uninjured and released from the scene

Javier De Jesus Antonio was arrested and lodged in the Yamhill County Jail on charges of DUII – Alcohol, Reckless Driving, Reckless Endangering X4, Coercion, Assault III X2, and Manslaughter 2. A BAC of .13% was obtained four hours after the crash. 

Hwy 221 was affected for approximately 6 hours.

Fatal Crash on Hwy 97-Deschutes County09/17/22

On Friday September 16th, 2022 at approximately 8:15AM, Oregon State Police Troopers and emergency personnel responded to a four-vehicle crash on Highway 97 near milepost 127, south of Redmond. 

Preliminary investigation revealed that a silver 2003 Jeep Liberty, operated by a 16-year-old female Redmond resident, had been traveling southbound and for unknown reasons, initiated a lane change and lost control of the vehicle.  The Jeep Liberty crossed over into oncoming lanes, striking a black 2018 Jeep Renegade that was traveling northbound.  The Jeep Renegade was pushed onto the northbound shoulder where it rolled multiple times.  The Jeep Liberty next collided into a northbound white 2012 GMC Yukon, and subsequently an additional vehicle, a grey 2017 Toyota Camry that had been traveling southbound behind the Jeep Liberty. 

The silver Jeep Liberty was operated by a 16-year-old female Redmond resident who sustained fatal injuries and was pronounced deceased. 

The Jeep Renegade was operated by, Araceli Rodriguez Giles (21) of Bend, and had passengers Brayan Olvera (23) of Bend, Victorina Giles (53) of Bend and an additional 16-year-old juvenile male.  Giles and the 16-year-old minor in this vehicle were transported to a Bend area hospital where they were treated with non-life-threatening injuries. 

The white GMC Yukon was operated by Bradly Pearce (43) of Bend.  Pearce was uninjured.

The 2017 Toyota Camry was operated by Amie Gassner (39) of Central Point.  Passengers in the vehicle, Jamie Richmond (39) and a 12-year-old female were transported via ground ambulance and treated for non-life-threatening injuries. 

The Oregon State Police were assisted at the scene by the Deschutes County Sheriff’s Office, Deschutes County Medical Examiner’s office, ODOT, Redmond Fire and Rescue, Department of Human Services and the Deschutes County Chaplain’s service

Update #2-Suspect name and timeline of events released

The suspect in a multi-state crime spree has been identified as Jamie Lee Cochran (42). He has spent time in West Virginia and Utah but is currently transient. After consultation with partner agencies the following is believed to be the timeline of events:

On Sunday, September 11, 2022, Mr. Cochran is believed to have burglarized a daycare in Salt Lake City, UT, where he stole a van that was driven through the fence of the daycare. The stolen van was later located in Elko, NV.

On Tuesday, September 13, 2022, Mr. Cochran is then believed to have stolen a quad that was driven to a residence where a home invasion robbery was committed. An orange 2001 Dodge Dakota pickup was stolen during the home invasion robbery from the residence in Elko, NV.

On the morning of Wednesday, September 14, 2022, deputies with the Humboldt County Sheriff’s Office (NV) attempted to stop the 2001 orange Dodge Dakota pickup. The vehicle began attempting to elude the deputies while deputies pursued the vehicle towards Oregon. Oregon authorities were notified of the pursuit headed into Oregon.

Lake County Sheriff’s Office deputies (OR) and Oregon State Troopers responded on Highway 140 towards Nevada. A Lake County Sheriff’s Deputy and an Oregon State Trooper located the vehicle on Highway 140, just east of Adel, OR. The vehicle immediately began eluding officers and drove off road on to private farm fields. Deputies and Troopers lost sight of the vehicle a short time later.

Additional Troopers were called into the area to assist the Lake County Sheriff’s Office with the search for Mr. Cochran, who had not been identified at that point. The ground search was assisted by an Oregon State Police airplane, a helicopter and airplane from the California Highway Patrol, and a helicopter from the Washoe County Sheriff’s Office (NV). The ground search involved over 50 officers from multiple jurisdictions.

Officers were unable to locate the stolen orange Dakota, or Mr. Cochran.

On Thursday, September 15, 2022, at approximately 12:15 PM, Jamie Lee Cochran was taken into custody in the Fremont National Forest, in the Warner Mountains east of Lakeview, OR. Mr. Cochran was taken into custody by an Oregon State Police Fish and Wildlife Sergeant, a U.S. Forest Service Law Enforcement Officer, and a Bureau of Land Management Law Enforcement Ranger. The stolen Dodge Dakota pickup was found in the McDowell Creek area, west of Plush, OR. Mr. Cochran was taken into custody approximately 6 miles from where his truck was located and was armed with a stolen handgun when arrested. 

The Oregon State Police was assisted in the investigation by the Lake County Sheriff’s Office (OR), the Humboldt County Sheriff’s Office (NV), the Elko County Sheriff’s Office (NV), the Washoe County Sheriff’s Office (NV), the Salt Lake City Police Department, the California Highway Patrol, US Forest Law Enforcement, Bureau of Land Management Law Enforcement Rangers, and Bureau of Indian Affairs Law Enforcement.

Cochran was lodged in the Lake County Jail on outstanding warrants from Elko, NV. Additional charges of Elude-Felony, Unauthorized Use of Motor Vehicle and Theft 1 (possession of stolen firearm) are pending.

No further information will be released.

On September 14, 2022 at approximately 10:19 AM, the Oregon State Police were advised Humboldt County Sheriff’s Office was in pursuit of an armed and dangerous suspect that had committed multiple violent felonies from Salt Lake City, Utah to Elko, Nevada.  The vehicle entered Oregon on Hwy 140 and was last seen northbound from Plush, OR. 

The vehicle and suspect have not been located. The vehicle is described as burnt orange/silver 2001 Dodge Dakota 4-door. The plate is Nevada-436 NTR. The suspect is described as a white male adult, approximately 6 feet tall with a thin build, and beard. His clothing has been described as black jacket, brown pants with a baseball cap. The pants were also described as tan camouflage. 

The suspect should be considered armed and dangerous, having committed prior home invasions and car-jackings. He should not be approached and if seen call 911 or contact the Oregon State Police Dispatch Center at 800-442-0776 or *OSP (*677) from your mobile phone.

Fatal Crash on Hwy 99E-Marion County09/16/22

On Thursday, September 15, 2022 at approximately 8:27 PM, Oregon State Police Troopers and emergency personnel responded to a vehicle versus pedestrian crash on Hwy 99E near milepost 31. 

Preliminary investigation revealed a pedestrian, identified as William Morrison (59) of Woodburn, was crossing Hwy 99E when he was struck by a white GMC Sierra, operated by Daniel Sharabin (20) of Woodburn. 

Morrison sustained fatal injuries and was pronounced deceased. Sharabin was uninjured. Investigation into this crash is on-going. 

Hwy 99E was affected for approximately 5 hours.

Fatal Crash on Hwy 18-Yamhill County09/16/22

On Thursday, September 15, 2022 at approximately 3:03 PM, Oregon State Police Troopers and emergency personnel responded two-vehicle crash on Hwy 18 near milepost 42, west of McMinnville. 

Preliminary investigation revealed an eastbound silver Hyundai Sante Fe, operated by Richard Humphrey (62) of Dayton, attempted to pass a gray Acura MDX, operated by Eddie Habre (68) of Happy Valley. The Hyundai struck the rear of the Acura during the passing maneuver and then re-entered the westbound lane again, colliding head-on with a Peterbilt dump truck, operated by Arlie Kilgore (68) of Sheridan. 

Richard Humphrey and his passenger, Patricia Humphrey (77) of Dayton, sustained fatal injuries and were pronounced deceased. Their dog also died in the collision. Habre and Kilgore were uninjured. 

Alcohol and speed are being investigated as contributing factors. 

Hwy 18 was affected for approximately 5 hours.

OSP was assisted by Yamhill County Sheriff’s Office, McMinnville Police Department, McMinnville Fire Department and ODOT. 

Critical injury crash on Hwy 22E-Marion County09/16/22

On Thursday, September 15, 2022 at approximately 11:36 AM, Oregon State Police Troopers and emergency personnel responded to a single vehicle crash on Hwy 22E near milepost 25.  

Preliminary investigation revealed an eastbound gray Subaru Outback, operated by Randy Flickinger (65) of Salem, left the roadway for unknown reasons. The vehicle struck a tree on the westbound shoulder. 

Randy Flickinger and his passenger, Lorella Flickinger (73) of Salem, were flown via Life Flight to area hospitals in critical condition. 

Hwy 22E was closed from approximately 1 hour. 

OSP was assisted by Marion County Sheriff’s Office, Linn County Sheriff’s Office and ODOT.

Oregon State Police Northwest Region Marijuana Team Serves Search Warrant, Recovers Stolen Property, and Rescues Livestock (Photo)09/15/22

On September 13, 2022, the Oregon State Police, Drug Enforcement Section, Northwest Region Marijuana Team (OSP NWR MJ) served search warrants on South Criteser Road, south of Oregon City, OR.  Investigators with NWR MJ began the investigation after discovering 22 greenhouses not registered to grow hemp or licensed to grow marijuana.

During the search warrant operation, investigators found nine horses and four cattle that were malnourished and in need of veterinary care. The Oregon Humane Society and Sound Equine Options, an Oregon based non-profit equine rescue organization, responded to help with documenting animal evidence and to take possession of the horses and cattle.

Also discovered were 2987 marijuana plants, approximately 3000 pounds of bulk marijuana and four firearms.  NWRMJ recovered stolen property including two tractors, a track hoe, a travel trailer, a heavy-haul trailer, a pickup truck and an SUV.  NWR MJ seized a Lamborghini sports car as a suspected proceed of the marijuana growing operation.

Investigators contacted eight individuals living in multiple locations throughout the approximately 75-acre property. The case and potential felony marijuana and animal neglect charges will be referred to the Clackamas County District Attorney’s Office.

NWR MJ was assisted in the operation by the Clackamas County Interagency Taskforce, the Westside Interagency Narcotics Team, the Linn Interagency Narcotics Enforcement Team, the Gresham Police Department, Clackamas County Code Enforcement, The Oregon Humane Society, and Sound Equine Options. 

Fatal Crash on Hwy 38-Douglas County09/13/22

On Monday, September 12, 2022 at approximately 5:00 PM, Oregon State Police Troopers and emergency personnel responded to a single vehicle crash on Hwy 38 near milepost 35. 

Preliminary investigation revealed an eastbound blue Ford Explorer, operated by Agustin Ruiz Ambriz (59) of Springfield, failed to negotiate a curve, crossed over the westbound lane and struck a concrete irrigation canal on the westbound shoulder.  

Ruiz Ambriz sustained fatal injuries and was pronounced deceased. 

OSP was assisted by Elkton Fire Department, Douglas County Sheriff’s Office, Drain Ambulance and ODOT. 

Fatal Crash on Hwy 97-Deschutes County09/13/22

On Sunday, September 11, 2022 at 2:18 AM, Oregon State Police Troopers and emergency personnel responded to a single vehicle crash on Hwy 97 near milepost 113. 

Preliminary investigation revealed a northbound white Ford Expedition, operated by Ted Anderson (64) of Bend, left the roadway and rolled. Anderson was ejected from the Expedition. 

Anderson sustained fatal injuries and was pronounced deceased. 

Hwy 97 was closed for approximately 3 hours. 

OSP was assisted by Deschutes County Sheriff’s Office, Jefferson County Sheriff’s Office and ODOT. 

Fatal Crash on Hwy 101-Lincoln County09/11/22

On Friday, September 9, 2022 at approximately 8:15 PM, Oregon State Police Troopers and emergency personnel responded to a two-vehicle crash on Hwy 101 at milepost 121. 

Preliminary investigation revealed a southbound white Toyota FJ Cruiser, operated by Kendra Lee Peracca (57) of Gleneden Beach, crossed over the center line and crashed head-on with a northbound red Acura TL, operated by Nancy Ann VICKSTROM (74). 

Peracca was transported via Life Flight to an area hospital with life-threatening injuries. Vickstrom was also transported via Life Flight but sustained fatal injuries and was pronounced deceased at the hospital. Alcohol is being investigated as a contributing factor in this crash.

Hwy 101 was closed for approximately 6 hours while the OSP Collision Reconstruction Unit investigated. 

OSP was assisted by North Lincoln Fire and Rescue,  Lincoln County Sheriff’s Office and ODOT Incident Response.

Update-Oregon State Police Southwest Region Drug Enforcement Team makes illegal marijuana bust (photos)-Jackson County (Photo)09/09/22

On Thursday, September 8, 2022, the Oregon State Police Southwest Region Drug Enforcement Section (DES) team served an illegal marijuana search warrant in the 4000 block of Fish Lake Road in Jackson County.

Located on the property were several large greenhouses with 3,162 illegal marijuana plants and several hundred pounds of hanging/drying marijuana which had been recently harvested. Also located were several hundred pounds of processed marijuana that had been packaged for transport. All illegal marijuana was seized and destroyed. Five (5) individuals were detained, identified, interviewed, and released.

Jackson County Code Enforcement responded and issued the property owner, who did not reside at the location, citations totaling $43,000.00 for violations including nineteen (19) unapproved greenhouse structures, solid waste, failure to maintain marijuana production approval, camping within a marijuana grow site, temporary fencing within a marijuana grow site and multiple unsafe and nonpermitted electrical installations.

The investigation is on-going and no further information is available at this time.

Update #3-Arrest made in road rage homicide on Hwy 18- Polk County (Photo)09/09/22

UPDATE #3: 

Oregon State Police Detectives in conjunction with Polk County Major Crimes Team have continued the investigation into the shooting death of Dennis Gerard Anderson on July 13, 2022 on Hwy 18. A suspect was developed, and an arrest warrant was obtained for Justin Nathaniel McAnulty (23) of Beaverton. On September 9, 2022 the Portland Police Bureau SERT Team served a search warrant on McAnulty’s residence and he was arrested at shortly after 4:00 am.  McAnulty was lodged in Polk County Jail. 

This incident is still under investigation.

We are releasing the name of the victims in this case.  The deceased male victim was identified as Dennis Gerard Anderson (45).  The passenger in his car was identified as Brandy Dawn Goldsbury (46).

On July 13, 2022, at approximately 9:00 P.M. OSP responded to Hwy 18 milepost 15 in Polk County to a report of a shooting.  

Preliminary investigation revealed the shooting was the result of a suspected road rage incident, in which the victim pulled over and stopped to let the suspect vehicle pass.  The suspect vehicle stopped next to the victim, the victim got out of his car, and multiple shots were fired from the suspect vehicle.  The shots are reported to be fired by the passenger of the suspect vehicle.   The suspect vehicle then left the scene.  

The victim was declared dead at the scene.  A passenger in the car was not injured.  The passenger described the suspect vehicle and the passenger of the suspect vehicle.   The description of the car is a black car with a round emblem on the hood.  The description of the passenger in the suspect car was a younger male, less than 25 years old, medium complexion, and small in stature with short dark hair.

Officers from multiple agencies responded to the area but were unable to locate the suspect’s vehicle. One individual matching the description was detained, interviewed, and eventually released.

Fatal Crash on Hwy 26-Clackamas County09/07/22

On Wednesday, September 7, 2022 at approximately 7:10 AM, Oregon State Police Troopers and emergency personnel responded to a commercial motor vehicle versus pedestrian crash on Hwy 26 at E. Sylvan Drive. 

Preliminary investigation revealed a Peterbilt commercial truck, operated by Cody Hopper (34) of Terrebonne, was westbound on Hwy 26 and slowed approaching the E. Sylvan Drive intersection. A pedestrian, Lynn Proctor (75) of Sandy, was on the westbound shoulder watching eastbound traffic and proceeded across Hwy 26 into the path of the Peterbilt. The driver attempted to avoid the pedestrian but one of the two trailers being towed struck Proctor. 

Proctor sustained fatal injuries and was pronounced deceased. Hopper was uninjured. 

Hwy 26 was affected for approximately 4 hours. 

OSP was assisted by Clackamas County Sheriff’s Department, AMR and Hoodland Fire Department.

Serious Injury Crash on Hwy 26-Clackamas County09/05/22

On Saturday, September 3, 2022 at approximately 8:08 PM, Oregon State Police Troopers and emergency personnel responded to a two-vehicle crash on Hwy 26 near milepost 17.

Preliminary investigation revealed a black Yamaha motorcycle, operated by Mitchell Rogers (24) of Sandy, was westbound on Hwy 26. A silver Dodge Caravan, operated by Ronald Young (65) of Portland, attempted to cross Hwy 26 southbound on Stone Road and collided with the Yamaha. Two contributing factors are being investigated; excess speed of the motorcycle and impairment of Young. Additionally, the driver of an uninvolved third vehicle that stopped at the scene was arrested for DUII. 

Rogers sustained life-threatening injuries and was transported via LifeFlight to OHSU. Young was not injured. 

Hwy 26 was affected for approximately 7 hours while the OSP Collision Reconstruction Unit investigated. 

OSP was assisted by Multnomah County Sheriff’s Office, AMR, Gresham Fire Department, LifeFlight and ODOT.

Fatal Crash on Hwy 101-Tillamook County09/05/22

On Saturday, September 3, 2022 at approximately 3:28 PM, Oregon State Police Troopers and emergency personnel responded to a single vehicle crash on Hwy 101 near milepost 84. 

Preliminary investigation revealed a southbound blue Toyota Sienna, operated by Thomas Still (73) of Aumsville, left the roadway, striking a utility pole and then a tree. 

Still sustained fatal injuries and was pronounced deceased. 

Hwy 101 was affected for approximately 4 hours.

OSP was assisted by Nestucca Rural Fire and Rescue, Tillamook PUD and ODOT Incident Response.
