At 8:36 p.m. on December 20, Eugene Police patrol officers and Eugene Springfield Fire responded to a crash involving a vehicle and a pedestrian at Coburg Road and Oakmont Way. When EPD arrived they found a man, later identified as Phillip Loren Fisher, age 56, of Eugene, had been struck by an Acura MDX  and was under a second vehicle, which had been stopped in the continuous center lane. The second vehicle had not hit Fisher. Fisher was transported to a local hospital with non-life threatening injuries. EPD community service officers also responded to help with traffic and assist with investigative tasks such as locating surveillance video.

An investigation found the Acura’s driver, a Eugene woman, age 23, had been traveling north on Coburg Road. Fisher had been on a bus, then exited at the bus stop in front of 311 Coburg Road. He walked to the rear of the bus, behind it and then out into the roadway without stopping for oncoming traffic. He was thrown under the second vehicle after the Acura struck him. Fisher was cited for Failure to Yield to a Vehicle.
