PENDLETON — Pendleton’s newest apartment complex is open for business.
The Westgate Apartments, 2921 Westgate, has opened its first units for rental. April Oleman is the community manager for Portland-based C&R Management Group, the developer of the 205-unit complex. She said 16 of the units have had tenants since the official opening last week.
